2025大湾区科学论坛“科技文明与共建幸福的对话”分论坛上，第十八、十九届中央委员，中国科学院院士，中国科学院原院长、党组书记，大湾区科学论坛主席、“一带一路”国际科学组织联盟（ANSO）创始主席白春礼院士发表开幕致辞。

At the "Dialogue on Technological Civilization and Co-Building Happiness" sub-forum of the 2025 Greater Bay Area Science Forum, Academician Bai Chunli delivered an opening speech. 今天，我们相聚在东西方文化交融的美丽澳门，共同迎来大湾区科学论坛-澳门分论坛的隆重开幕。首先，我谨代表论坛主办方，向与会的来自各界的朋友们、华商朋友、行业领袖以及所有关心科技未来的朋友们，表示最热烈的欢迎和诚挚的感谢！

Today, we gather in the beautiful city of Macao, where Eastern and Western cultures converge, to celebrate the grand opening of the Macao Sub-Forum of the Greater Bay Area Science Forum. First of all, on behalf of the forum organizers, I would like to extend our warmest welcome and sincere gratitude to friends from all sectors, friends from the Chinese business community, industry leaders, and all those who care about the future of science and technology!

本论坛以“科技文明与共建幸福的对话”为主题，以“数智湾区，幸福共建”为主旨。这不仅是粤港澳大湾区的发展之问，更是面向全球现代化进程的时代之问：在技术能力空前强大的今天，我们应如何引领科技文明，使其真正服务于人类对幸福生活的普遍追求？

This forum takes " Dialogue on Technological Civilization and Co-Building Happiness" as its theme and "Digital-Intelligent Bay Area·Co-Building Happiness" as its mission. This is not only a question for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, but also an era-defining question for the global modernization process: In an era where technological capabilities are unprecedentedly powerful, how should we lead the development of sci-tech civilization so that it truly serves humanity’s universal pursuit of a happy life?

科技与文明的当代使命

The Contemporary Mission of Science, Technology and Civilization

回顾人类历史，从农业革命到工业革命，从信息时代到今天的智能时代，每一次科技浪潮都深刻地重塑了文明的面貌，改变了人类对幸福的定义与追求。今天，我们正站在一个前所未有的历史交汇点：人工智能、大数据、生命科学等前沿技术正以前所未有的力量，将我们推向一个充满无限可能，也伴随未知挑战的未来。

Looking back at human history, from the Agricultural Revolution to the Industrial Revolution, from the Information Age to today’s Intelligent Age, every wave of scientific and technological advancement has profoundly reshaped the landscape of civilization and changed humanity’s definition of and pursuit for happiness. Today, we stand at an unprecedented historical intersection: cutting-edge technologies such as artificial intelligence, big data, and life sciences are propelling us toward a future filled with infinite possibilities, while also bringing unknown challenges.

实现“数智湾区，幸福共建”的核心路径

The Core Path to Realize "Digital and Intelligent Bay Area, Jointly Building Happiness"

在此背景下，提出“数智湾区，幸福共建”，其核心要义在于：

Against this backdrop, the core essence of proposing "Digital and Intelligent Bay Area, Jointly Building Happiness" lies in the following two aspects:

第一，科技发展必须以“人”为本，提升新质生产力，点亮生活的温度。

First, Sci-tech development must be "people-centered", enhance new-quality productive forces, and bring warmth to life

科技本身是中性的，但科技文明的走向必须是温暖的。新质生产力的要素，不仅仅是我们发展数字经济，建设智慧城市，最终目标不是为了追求冰冷的算力和数据，而是为了让城市治理更高效、公共服务更便捷、人民生活更舒心。我们要让数字技术成为消除隔阂、普惠大众的桥梁，而不是制造鸿沟的高墙；要让智能算法读懂人性的需求，守护社会的公平与正义，成为提升民生福祉、创造幸福感的“赋能者”。

Technology itself is neutral, but the direction of sci-tech civilization must be warm. The elements of new-quality productive forces are not merely about developing the digital economy and building smart cities; the ultimate goal is not to pursue cold computing power and data, but to make urban governance more efficient, public services more convenient, and people’s lives more comfortable. We should enable digital technology to become a bridge that eliminates barriers and benefits the general public, rather than a wall that creates divides. We need intelligent algorithms to understand human needs, safeguard social fairness and justice, and serve as an "empowerer" that improves people’s well-being and creates a sense of happiness.

第二，科技创新必须以“文明”为舵，引领正确的方向。

Second, Sci-tech innovation must be guided by "civilization" to steer in the right direction

强大的科技力量需要有同样强大的文明精神来引领。在追求技术极限的同时，我们必须坚守伦理的底线，弘扬人文的精神。中华文明中“天人合一”的和谐观、“仁者爱人”的伦理观，与今天我们倡导的可持续发展、科技向善的理念高度契合。我们要推动一场科技与人文的深度对话，让古老的文明智慧为现代科技注入灵魂，确保技术进步始终服务于人类的整体和长远利益。

Powerful sci-tech strength requires equally strong civilized spirit for guidance. While pursuing the limits of technology, we must adhere to the bottom line of ethics and promote the spirit of humanism. The concept of "harmony between man and nature" and the ethical view of "benevolence loves people" in Chinese civilization are highly consistent with the concepts of sustainable development and "technology for good" that we advocate today. We should promote in-depth dialogue between science and technology and humanities, infuse the wisdom of ancient civilizations into modern science and technology as its soul, and ensure that technological progress always serves the overall and long-term interests of humanity.

第三，服务国家战略，担当时代使命。

Third, Serve National Strategies and Undertake the Mission of the Times

在此全球背景下，中国正以高质量发展全面推进中国式现代化。粤港澳大湾区作为国家改革开放的前沿阵地，被赋予建设“国际科技创新中心”的战略定位。它不仅是经济的湾区，更应是智慧的湾区、文明的湾区、幸福的湾区。在这里，我们探索以“数智”技术重塑城市形态、提升治理效能、滋养人文精神，其意义远超地域本身——我们旨在为中国的现代化城市建设，打造一个可感、可知、可复制的“样板间”，使大湾区成为全球科技合作网络中的关键节点，让科技文明的光芒，照亮更多人民通往幸福的道路。

Against this global backdrop, China is advancing Chinese modernization in an all-round way through high-quality development. As a frontier for the country’s reform and opening-up, the Guangdong-Hong Kong-Macao Greater Bay Area has been assigned the strategic position of building an "International Science and Technology Innovation Center". It should be not only a "Bay Area of Economy", but also a "Bay Area of Wisdom", a "Bay Area of Civilization" and a "Bay Area of Happiness". Here, our efforts to use "digital and intelligent" technologies to reshape urban forms, enhance governance efficiency and nurture the humanistic spirit go far beyond the regional scope itself. We aim to create a tangible, understandable and replicable "model" for China’s modern urban construction, making the Greater Bay Area a key node in the global sci-tech cooperation network, and letting the light of sci-tech civilization illuminate the path to happiness for more people.

第四，以“湾区”为试验田，以“一带一路”为桥梁，共筑人类命运共同体。

Fourth, Take the "Bay Area" as a Testbed and the "Belt and Road" as a Bridge to Jointly Build a Community with a Shared Future for Mankind

与此同时，我们深知，真正的幸福不可能在一地独享。

At the same time, we are well aware that true happiness can never be enjoyed exclusively by one region.

当前，气候变化、能源安全、数字鸿沟等全球性挑战严峻，实现联合国2030年可持续发展目标任重道远。这要求我们必须超越国界与学科的藩篱，凝聚全球科技力量。“一带一路”倡议所倡导的“共商、共建、共享” ，正是构建人类命运共同体的重要实践路径。而科技合作，是这条路径上最活跃、最普惠的引擎。我们推动科技文明进步，终极目标正是为了赋能各国人民，共享安全、尊严与繁荣的幸福生活。

Currently, global challenges such as climate change, energy security and the digital divide remain severe, and the task of achieving the UN’s 2030 Sustainable Development Goals is still arduous. This requires us to transcend the barriers of national borders and disciplines, and pool global sci-tech forces. The "extensive consultation, joint contribution and shared benefits" advocated by the Belt and Road Initiative is an important practical path for building a community with a shared future for mankind. And sci-tech cooperation is the most dynamic and inclusive engine on this path. The ultimate goal of our efforts to promote the progress of sci-tech civilization is to empower people of all countries to share a happy life of security, dignity and prosperity.

粤港澳大湾区，是充满活力的创新热土，更是面向未来的文明窗口。在此推动的“数智湾区”建设，是一次关于“科技如何造福人类”的宏大实验，探索以人的幸福为最终衡量标准的新范式。使大湾区从“技术创新的高地”，走向“科技文明的思想策源地”。

The Guangdong-Hong Kong-Macao Greater Bay Area is a vibrant hotbed of innovation and a window of civilization facing the future. The construction of the "Digital and Intelligent Bay Area" promoted here is a grand experiment on "how science and technology can benefit humanity", exploring a new paradigm with people’s happiness as the ultimate criterion. It will transform the Greater Bay Area from a "highland of technological innovation" into a "source of ideas for sci-tech civilization".

我们将推动这一“幸福导向”的科技文明范式在更广阔的土地上生根发芽，让中国智慧与世界智慧交融互鉴，共同为构建人类命运共同体贡献坚实的科技支撑与可行的实践路径。

We will promote this "happiness-oriented" sci-tech civilization paradigm to take root in a broader context, encourage the integration and mutual learning of Chinese wisdom and world wisdom, and jointly contribute solid sci-tech support and feasible practical paths to the building of a community with a shared future for mankind.

朋友们，科学的探索无止境，人类的幸福追求亦无止境。从全球愿景到湾区实践，再从湾区样板到全球服务，这正是我们对话的核心逻辑。让我们携手努力，以此次论坛为新的起点，立足大湾区、放眼全世界，以科技为桥，以文明为魂，共同绘制一幅人类城市幸福共建的新画卷，携手共建人类命运共同体！

Friends, the exploration of science is endless, and humanity’s pursuit of happiness is also endless. From the global vision to the Bay Area’s practice, and then from the Bay Area’s model to global service—this is the core logic of our dialogue. Let us join hands and take this forum as a new starting point.
