句子结构不是："停止腐败" 对于 "发展和维持这种制度", 以及对于"恢复公信" 是"necessary" 的？

觉得有点牵强,为什么不用for代替to呢?
因为necessary to do something 和容易和这个混淆呀
如果是自己写东西,我觉得改成for比较好,如果是别人的文章写的东西,那就是作为介词用了,

看你要表达的意思.
