我是想表达，如果法律修改的太快，情况稍微一变就改。那么法律就无法执行了。执法者不熟悉法律，而平民也不熟悉法律，可能就无意中触犯了法律。

The laws could be so fast reactive to the changing situation that people violated the law without consciousness and executors judged cases with out-of-date regulations.

恩    但是法律通过不需要100%的投票率啊

我是想表达  有了法律，你就算不满意 也要遵守。  不知道consensus换成什么比较好

因为我的确不重视冠词的使用  用法也不一定清楚

I am not sure. If I were you, I would use "the" in place of "a".
