8月15日，第五期“三里屯‘一带一路’友人新质生产力论坛”在三里屯国际青年人才会客厅举行。论坛由商务部“China Aid”援外项目指导，三里屯街道商会、三里屯国际志愿服务队承办，全球经济与创新平台（GEIP）、Hi-China中欧商业经济协会、北京长风信息技术产业联盟、北京朝阳区企业联合会等机构支持。On August 15, the fifth "Sanlitun 'Belt and Road' New Quality Productive Forces Forum" was held at the Sanlitun International Youth Talent Salon. The forum was guided by the "China Aid" foreign aid program of the Ministry of Commerce and organized by the Sanlitun Chamber of Commerce and the Sanlitun International Volunteer Service Team, with support from institutions such as the Global Economy and Innovation Platform (GEIP), Hi-China China-Europe Business and Economic Association, Beijing Changfeng Information Technology Industry Alliance, and the Beijing Chaoyang District Enterprise Federation.



本次论坛以“三维战略驱动下的中阿产业新合作”为主题，邀请阿曼经济特区与自由区公共管理局、阿曼商业部、工业和投资促进部、商工部、工业城管理局等政府部门代表，以及中国新能源、先进制造业、国际组织、多国青年志愿者代表，共同探讨绿色能源、ESG实践与产能本地化等新质生产力议题。Themed "New China-Arab Industrial Cooperation Driven by a Three-Dimensional Strategy," the forum invited representatives from Omani government departments, including the Public Authority for Special Economic Zones and Free Zones, the Ministry of Commerce, Industry, and Investment Promotion, and the Industrial Cities Authority, as well as representatives from China's new energy sector, advanced manufacturing, international organizations, and multinational youth volunteers. Together, they explored topics related to new quality productive forces, such as green energy, ESG practices, and industrial localization.

袁乾铭：中国企业全球化战略布局

全球经济与创新平台（GEIP）中国企业出海运营总监袁乾铭结合28年服务中国企业全球化的经验，提出中企应将阿曼视为进入海湾合作委员会（GCC）及非洲市场的战略枢纽，优先在制造业、物流、可再生能源、信息通信技术等可出口型产业落地，推进本地化运营，并将绿色可持续理念融入商业战略，实现长期稳定发展。Mr. Yuan Qianming, Director of Overseas Operations for Chinese Enterprises at GEIP, drawing on 28 years of experience in serving Chinese companies' globalization efforts, proposed that Chinese enterprises should view Oman as a strategic hub for entering the Gulf Cooperation Council (GCC) and African markets. He suggested prioritizing localization in export-oriented industries such as manufacturing, logistics, renewable energy, and ICT, while integrating green and sustainable concepts into business strategies to achieve long-term stable development.





Mohammed AL-Kindi：阿曼2040愿景投资蓝图

      阿曼商工部推广处处长Mohammed AL-Kindi介绍了“2040愿景”下的投资优势，包括覆盖20亿人口的市场辐射力、零关税进入59个国家和地区、100%外资所有权及最长30年免税期等。阿曼经济特区与自由区公共管理局推广专员Lubna AL Sabari及阿曼工业城管理局投资者服务部主任Khalid AL-Maqbali补充介绍了线上化审批、一站式投资服务及灵活的本地用工比例政策。Mohammed AL-Kindi, Director of Promotion at the Omani Ministry of Commerce and Industry, introduced the investment advantages under Oman's "Vision 2040," including access to a market of 2 billion people, zero tariffs for exports to 59 countries and regions, 100% foreign ownership, and tax exemptions for up to 30 years. Lubna AL Sabari, Promotion Specialist at Oman's Public Authority for Special Economic Zones and Free Zones, and Khalid AL-Maqbali, Director of Investor Services at Oman's Industrial Cities Authority, further elaborated on streamlined online approvals, one-stop investment services, and flexible local employment policies.



Rachel Guan：志愿服务成果展示

论坛还展示了三里屯国际志愿服务队的国际化成果。该队成立于2023年5月，吸引了来自15个国家的178名青年志愿者，推出全球首个多语AI志愿者“ALICE”，可提供80多种语言服务，并发布《外籍人士工作生活指南》，成为北京跨文化交流的创新案例。马来西亚青年志愿者（Rachel Guan）现场分享了她在三里屯志愿服务的经历，展现了中国国际志愿服务体系在青年融合发展中的助力作用。The forum also showcased the international achievements of the Sanlitun International Volunteer Service Team. Established in May 2023, the team has attracted 178 young volunteers from 15 countries, launched the world's first multilingual AI volunteer "ALICE" capable of providing services in over 80 languages, and published the Expatriate Work and Life Guide, making it an innovative case of cross-cultural exchange in Beijing. Malaysian youth volunteer Rachel Guan shared her experience volunteering in Sanlitun, highlighting the role of China's international volunteer service system in fostering youth integration.

香港企业代表梁家僖提出“香港模式”，建议中企先在香港优化公司治理与国际合规架构，再进入阿曼及全球市场。Hong Kong business representative Leung Ka Hei proposed the "Hong Kong Model," suggesting that Chinese enterprises first optimize their corporate governance and international compliance frameworks in Hong Kong before entering Oman and global markets.

资深“一带一路”顾问朱邦富强调，本地化是中企在中东市场长期发展的核心，应遵守当地法律、文化与宗教习俗，并优先雇用本地员工。Zhu Bangfu, a senior "Belt and Road" advisor, emphasized that localization is the core of long-term development for Chinese enterprises in the Middle East, stressing compliance with local laws, culture, and religious customs, as well as prioritizing local hires.

可持续发展倡议 Sustainable Development Initiative





论坛期间，GEIP与阿曼代表联合发起《全球可持续发展与创新合作倡议》，提出建立长效合作机制，推动产业对接与数字化转型，深化在贸易、物流、可再生能源等领域的务实合作，并探索国际志愿服务时长互认体系，促进民心相通与社会责任共建。During the forum, GEIP and Omani representatives jointly launched the Global Sustainable Development and Innovation Cooperation Initiative, proposing the establishment of a long-term cooperation mechanism to promote industrial alignment and digital transformation, deepen practical cooperation in trade, logistics, and renewable energy, and explore a mutual recognition system for international volunteer service hours to enhance people-to-people bonds and shared social responsibility.

甲骨文文化展示

Oracle Bone Script Cultural Presentation





作为本次论坛的文化亮点之一，来自南京的78岁甲骨文研究专家王本兴先生，为现场嘉宾生动讲解了中国甲骨文的历史与价值。他指出，甲骨文是汉字的起源，距今已有三千五百多年历史，是中华文明的重要标识。王本兴以原始拓片与经典字形为媒，向与会嘉宾诠释了汉字演变的魅力，让中华文化在三里屯国际化平台上“走出去”，在国际交流中焕发新的生命力。As a cultural highlight of the forum, 78-year-old oracle bone script expert Wang Benxing from Nanjing gave a vivid presentation on the history and value of Chinese oracle bone inscriptions. He noted that oracle bone script, the origin of Chinese characters, dates back over 3,500 years and is a key symbol of Chinese civilization. Using original rubbings and classic glyphs, Wang illustrated the charm of Chinese character evolution, allowing Chinese culture to "go global" on Sanlitun's international platform and rejuvenate its vitality through international exchange.





     三里屯街道商会负责人表示，本次论坛不仅是中阿合作成果的集中展示，更是促进双方交流互鉴、推动合作转化落地的重要枢纽。未来，三里屯街道商会与三里屯国际志愿服务队将依托地区国际化资源优势，发挥跨文化交流与国际传播能力，形成“经贸+人文”双轮驱动，持续探索城市国际化发展的新路径，为“一带一路”高质量发展注入源源不断的新动能。A representative from the Sanlitun Chamber of Commerce stated that the forum was not only a showcase of China-Arab cooperation achievements but also an important hub for promoting mutual learning and facilitating the implementation of collaborative projects. Moving forward, the Sanlitun Chamber of Commerce and the Sanlitun International Volunteer Service Team will leverage the area's international resources, harness cross-cultural exchange and global communication capabilities, and adopt a "trade + culture" dual-driven approach to explore new pathways for urban internationalization, injecting continuous momentum into the high-quality development of the "Belt and Road" initiative.
