摘要:

通过对马来西亚东海岸铁路（ECRL）项目的深入分析，系统探讨在“一带一路”背景下中国与马来西亚建筑施工安全标准的差异、冲突与适配机制，并构建一套可用于跨国基础设施项目的中马施工安全标准协同路径，以提升海外工程的安全管理效能与标准融合水平。通过问卷调查与深度访谈收集实证数据，揭示中马标准适配中的执行偏差、文化差异与监管断层问题。提出以“标准接口清单、能力互认机制、数字平台共建、中马联动机制”为核心的四维协同路径，构建制度互通、技术互联、人才互认、监管互信的标准协同体系。研究结果可为中资企业海外施工提供可操作的安全管理解决方案，并为中国建筑标准“走出去”提供实践路径与政策建议。

Research on Collaborative Path of China-Malaysia Construction Safety Standards for Belt and Road Initiative ： ECRL Project

Abstract:

Systematically examine the differences, conflicts, and adaptation mechanisms between Chinese and Malaysian construction safety standards through an in-depth analysis of the East Coast Rail Link (ECRL) project, and to develop a practical collaborative framework for harmonizing safety standards in cross-border infrastructure projects under the Belt and Road Initiative, thereby improving safety management performance and enhancing standard integration. Empirical data from surveys and interviews reveal key challenges such as execution discrepancies, cultural barriers, and regulatory fragmentation. In response, a four-dimensional collaborative framework was proposed, emphasizing interface checklists, mutual recognition of professional competence, digital safety platforms, and institutional liaison mechanisms. This approach aims to establish a coordinated system based on interoperability, transparency, and mutual trust. The findings offer practical strategies for enhancing the overseas safety management capacity of Chinese enterprises and provide actionable insights for the internationalization of Chinese construction standards.
