      2026年1月，中东辽宁总商会会长王劲松带队、中东辽宁总商会执行会长、斯里兰卡中国经贸教育文化商会秘书长兼赫米集团董事长Jerry Adrian、中国软件行业协会投资专委会理事李伦,中方企业有国联股份，中国丝路投资控股集团有限公司，北大荒农垦集团旗下黑龙江红兴隆农垦粮油有限公司，辽宁建设安装集团有限公司等企业共赴斯里兰卡开展密集经贸交流活动，通过政企对接、项目签约、园区考察等多元举措，在农业、工业、医疗器械等领域达成多项合作共识，既为中斯共建“一带一路”注入新动能，也为辽宁高水平对外开放、打造东北亚经贸合作中心枢纽开辟了新路径。

  In January 2026, led by Wang Jinsong, President of the Middle East Liaoning General Chamber of Commerce, a delegation consisting of the Executive President of the chamber, Jerry Adrian (Secretary-General of the Sri Lanka China Chamber of Commerce for Economy, Trade, Education and Culture and Chairman of Hermy Group), Li Lun (Council Member of the Investment Special Committee of China Software Industry Association), and representatives from Chinese enterprises including Guolian Co., Ltd,China Silk Road Investment Holding Group Co., Ltd., Heilongjiang Hongxinglong Agricultural Reclamation Grain and Oil Co., Ltd. (a subsidiary of Beidahuang Agricultural Reclamation Group), and Liaoning Construction and Installation Group Co., Ltd. visited Sri Lanka for a series of intensive economic and trade exchanges. Through diverse initiatives such as government-enterprise matching, project signings and industrial park inspections, the delegation reached multiple cooperation consensuses in the fields of agriculture, industry and medical devices. This not only injects new impetus into the China-Sri Lanka joint construction of the Belt and Road, but also blazes a new path for Liaoning to advance high-level opening-up and build a core hub for economic and trade cooperation in Northeast Asia.



政企高规格对接夯实合作根基

High-Level Government-Enterprise Engagement Lays a Solid Foundation for Cooperation

     1月16日，代表团先后走进斯里兰卡总统府、拜访工业与创业发展部、农业畜牧业土地与灌溉部，实现从国家层面到产业部门的全方位沟通。在总统府，代表团与总统顾问兼西部省省长Hanif Yusoof围绕农业现代化、基础设施升级等核心议题深入磋商，明确共建农业技术示范基地、搭建农产品贸易通道、探索农业配套基础设施合作三大方向，斯方承诺提供全面政策保障，推动合作项目快速落地。

   On January 16, the delegation visited the Presidential Secretariat of Sri Lanka, followed by calls on the Ministry of Industry and Entrepreneurship Development and the Ministry of Agriculture, Livestock, Lands and Irrigation, achieving all-round communication from the national level to industrial departments. At the Presidential Secretariat, the delegation held in-depth discussions with Hanif Yusoof, Presidential Advisor and Governor of the Western Province, on core topics including agricultural modernization and infrastructure upgrading. The two sides clarified three key cooperation directions: jointly building an agricultural technology demonstration base, establishing a trade channel for agricultural products, and exploring cooperation in agriculture-supporting infrastructure. The Sri Lankan side pledged to provide comprehensive policy guarantees to facilitate the rapid implementation of cooperation projects.





     在工业与创业发展部，斯里兰卡部长苏尼尔·汉杜内特希（Hon. Minister. Sunil Handunneththi）详细介绍该国工业五年规划及经济复苏战略，强调工业领域对国际资源的迫切需求。中方企业凭借各自优势提出合作方案：中东辽宁总商会搭建跨国协作平台，国联股份肥多多提供数字化解决方案，北大荒集团助力产业链延伸，双方就制造业升级、产业链协同、技能人才培养等达成初步共识。

  At the Ministry of Industry and Entrepreneurship Development, Hon. Minister Sunil Handunneththi of Sri Lanka elaborated on the country’s five-year industrial plan and economic recovery strategy, underscoring the urgent demand for international resources in the industrial sector. Chinese enterprises put forward cooperation proposals leveraging their respective strengths: the Middle East Liaoning General Chamber of Commerce will build a cross-border collaboration platform, Feiduoduo of Guolian Co., Ltd. will provide digital solutions, and Beidahuang Group will support industrial chain extension. The two sides reached a preliminary consensus on manufacturing upgrading, industrial chain synergy, and skilled talent cultivation, among other areas.

   在农业部，部长K.D.拉克南塔（Hon.Minister K. D. Lalkantha）肯定中斯农业合作成果，推介斯里兰卡热带农业资源优势。代表团回顾南南合作热带水果项目成效，提出在热带作物种植技术推广、农业产业链升级等方面深化合作，得到斯方积极响应，为双方农业合作提质增效奠定基础。

  At the Ministry of Agriculture, Hon. Minister K. D. Lalkantha affirmed the achievements of China-Sri Lanka agricultural cooperation and promoted the advantages of Sri Lanka's tropical agricultural resources. The delegation reviewed the outcomes of the South-South Cooperation tropical fruit project, and proposed to deepen cooperation in the promotion of tropical crop cultivation technologies and the upgrading of the agricultural industrial chain, which received a positive response from the Sri Lankan side and laid a foundation for improving the quality and efficiency of bilateral agricultural cooperation.





项目精准落地激活产业联动

Precise Project Implementation Activates Industrial Synergy

      此次交流的核心成果集中在实体项目对接与园区共建。1月14日，在“数字全球国际会客厅”精准赋能下，国联股份肥多多与斯里兰卡DIMO公司Premiuml公司分别达成农业战略合作及医疗器械领域合作意向，实现中国产业优势与海外市场需求的精准匹配。

  The core outcomes of this exchange have centered on the matching of physical projects and joint construction of industrial parks. On January 14, empowered by the precise support of the Digital Global International Reception Hall, Feiduoduo of Guolian Co., Ltd. reached a strategic agricultural cooperation agreement with DIMO Company of Sri Lanka and a cooperation intention in the medical device field with Premiuml Company respectively, achieving a precise alignment between China's industrial strengths and overseas market demands.





  同期，代表团考察汉班托塔深水港周边中斯产业园，重点推进物流、污水处理两大细分园区选址工作。该园区叠加政策红利与完善配套服务，将成为中国农资、农产品、医疗器械等产业抱团出海的“落脚点”，构建起“中国-斯里兰卡-中东”的跨境合作链路。依托“商会+平台+企业+市场”四方联动模式，中国及辽宁企业得以抱团参与国际竞争，有效降低出海成本与风险。

During the same period, the delegation inspected the China-Sri Lanka Industrial Park adjacent to the Hambantota Deep Water Port, and prioritized the site selection for two specialized sub-parks focusing on logistics and sewage treatment. Endowed with policy dividends and comprehensive supporting services, the park will serve as a foothold for Chinese industries including agricultural means of production, agricultural products and medical devices to "go global as a cluster", and forge a cross-border cooperation link connecting China, Sri Lanka and the Middle East. Relying on the four-party linkage model of "Chamber of Commerce + Platform + Enterprises + Market", Chinese enterprises, including those from Liaoning Province, are able to participate in international competition as a cohesive cluster, effectively reducing the costs and risks of going global.

By leveraging non-governmental chambers of commerce, it has built a cooperation bridge integrating official guidance with market-based operations, driven the in-depth integration of industrial and supply chains between China and Sri Lanka, and provided a solid underpinning for fostering a China-Sri Lanka community of shared interests.

  For China, the events have precisely responded to the national strategic deployment for high-level opening-up and addressed the challenge of Chinese enterprises "going global alone". As an old industrial base, Liaoning has a profound foundation in agriculture, industrial equipment, medical devices and other sectors. Through integrating overseas resources and building matching platforms, the Digital Global International Reception Hall has enabled Liaoning's advantageous industries to access the South Asian market by riding the tide of the Belt and Road Initiative.   This series of events in Sri Lanka has highlighted the core hub value of the Digital Global International Reception Hall in cross-border cooperation. As various cooperation measures are gradually implemented, China and Sri Lanka will achieve resource sharing and complementary advantages. China, including Liaoning Province, will also deeply integrate into the global economic cycle with a more open posture, and realize its own high-quality development while serving the national strategy.
