引 言:中华工商时报“民企会客厅”专访“一带一路”国际科技企业联盟副理事长兼秘书长、丝路对话创始人崔一婷,围绕“让科技回归人文,让创新造福人类”核心主题,崔一婷女士分享了联盟的发展逻辑、实践路径与核心愿景,系统阐释了“科技赋能,幸福共建”的价值观,以及联盟如何以科技融合文明,助力高质量共建“一带一路”。
Introduction: Cui Yiting, Vice Chair and Secretary-General of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions and Founder of Silk Road Dialogue, was interviewed by the China Industrial and Commercial News for its "Private Enterprise Salon" column. Centering on the core theme of "Let Science and Technology Return to Humanity, Let Innovation Benefit Mankind", she shared the alliance's development logic, practical approaches and core vision, and systematically elaborated on the value of "Empowering with Science and Technology, Co-building a Happy World", as well as how the alliance integrates civilizations through science and technology to support the high-quality joint construction of the Belt and Road .

Reporter: In June 2025, the Alliance of National and International Innovative Enterprises for the Belt and Road Regions was officially launched in Chengdu, co-initiated by ANSO and the Silk Road Dialogue Committee. As the Founder of the Silk Road Dialogue and Vice Chairman and Secretary-General of the Alliance, how do you understand the inherent unity between the two approaches of "dialogue among civilizations" and "scientific and technological innovation"?
崔一婷:这是一个水到渠成的历史选择。“丝路对话”12年来倡导的,是不同文明之间的相互理解与尊重;而科技创新,是当今世界最具普遍性的语言。当ANSO与丝路对话委员会决定共同发起联盟时,我们看到了一个深刻的逻辑——科技是硬实力,文明是软实力,而两者的结合,才能真正实现“心相通”。
Cui Yiting: This is a natural historical choice. For 12 years, the Silk Road Dialogue has advocated mutual understanding and respect among different civilizations; scientific and technological innovation, meanwhile, is the most universal language in today's world. When ANSO and the Silk Road Dialogue Committee decided to co-initiate the Alliance, we recognized a profound logic—science and technology represent hard power, civilization stands for soft power, and only their combination can truly achieve "connecting hearts".
习主席在致ANSO成立大会的贺信中强调,要充分发挥科技创新在高质量共建“一带一路”中的引领作用。我们的联盟正是将这一精神具体化:通过科技成果转化推动产业发展,这是“硬联通”;通过丝路对话促进文明互鉴,这是“软联通”;而最终,通过心智素质教育夯实新质生产力的“心智底座”,实现“心相通”。这三者形成一个完整的生态闭环,缺一不可。
In his congratulatory letter to the inaugural meeting of ANSO, President Xi emphasized giving full play to the leading role of scientific and technological innovation in the high-quality joint construction of the Belt and Road Initiative. Our Alliance is precisely the embodiment of this spirit: promoting industrial development through the transformation of scientific and technological achievements constitutes "hard connectivity"; facilitating mutual learning among civilizations via the Silk Road Dialogue forms "soft connectivity"; and ultimately, consolidating the "mental foundation" of new quality productive forces through mental quality education achieves "connecting hearts". These three elements form a complete ecological closed-loop, and none can be dispensed with.

Reporter: The Silk Road Dialogue is committed to cross-cultural exchanges, while the Alliance focuses on the transformation of scientific and technological achievements. What kind of era demand does this evolution from "dialogue among civilizations" to "empowerment through science and technology" reflect?
崔一婷:对话不能停留在会议室,必须转化为改变人民生活的实际行动。我在推动丝路对话的过程中深刻体会到:当我们谈论文明交流时,最有说服力的不是宏大叙事,而是看得见、摸得着的合作成果。
Cui Yiting: Dialogue should not be confined to meeting rooms; it must be translated into concrete actions that improve people's lives. Through my efforts in advancing the Silk Road Dialogue, I have come to a profound realization: when we talk about cultural exchanges, the most convincing argument lies not in grand narratives, but in tangible and perceptible cooperation outcomes.
联盟的诞生,正是将“对话”转化为“行动”的系统化尝试。我们不仅要让科学家、企业家坐在一起讨论技术,更要通过“国际科技产业融合发展中心”,把实验室的突破真正引入城市场景,转化为造福百姓的产品和服务。
The establishment of the Alliance represents a systematic attempt to turn "dialogue" into "action". We not only bring scientists and entrepreneurs together to discuss technologies, but also, through the "International Center for the Integrated Development of Science, Technology and Industry", introduce breakthroughs from laboratories into urban scenarios and transform them into products and services that benefit the general public.
2026年新年贺词中,习主席强调“依靠创新为高质量发展赋能,科技与产业深度融合”。这正是联盟要做的事情——用科技的语言讲文明的故事,用产业的成果印证对话的价值。
In his 2026 New Year Address, President Xi emphasized that we should "empower high-quality development through innovation and promote the in-depth integration of science, technology and industry". This is precisely what the Alliance aims to achieve—telling the stories of civilizations through the language of science and technology, and validating the value of dialogue through industrial achievements.
记 者:您认为民营企业如何参与科技合作与文明对话?联盟聚焦科技成果转化与产业合作,联盟将通过哪些具体机制帮助民营企业尤其是中小企业融入“一带一路”科技创新合作,实现技术升级与市场拓展?
Reporter: In your opinion, how can private enterprises participate in sci-tech cooperation and dialogue among civilizations? With a focus on the transformation of sci-tech achievements and industrial cooperation, what specific mechanisms will the Alliance adopt to help private enterprises, especially small and medium-sized enterprises (SMEs), integrate into the Belt and Road sci-tech innovation cooperation and achieve technological upgrading and market expansion?
崔一婷:民营企业参与“一带一路”科技合作与文明对话,要从“被邀请参加”,转化为要让企业以“可被验证的技术与产品能力”进入共同创新的链条。联盟是把国际合作从“概念”变成“项目与订单”,把中小企业从“单打独斗”带入“跨国协同网络”。
Cui Yiting: For private enterprises to participate in the Belt and Road sci-tech cooperation and dialogue among civilizations, there must be a shift from "being invited to participate" to enabling enterprises to enter the joint innovation chain with verifiable technological and product capabilities. The Alliance is turning international cooperation from a "concept" into "projects and orders", and bringing SMEs from "operating in isolation" into a "cross-border collaborative network".
我们用以下机制,帮助中小企业实现技术升级与市场拓展:
We have established the following mechanisms to help SMEs achieve technological upgrading and market expansion:
第一,“需求牵引+场景开放”=解决方案的联合攻关机制。联盟从需求出发:围绕沿线国家在城市治理、产业升级、人才培养、公共服务等真实痛点,形成可落地的项目清单,推动企业以解决方案方式进入,而不是单纯展示产品,这样具有竞争力和可持续性发展。
First, the joint research mechanism for solutions built on demand-driven approach + open scenarios. The Alliance proceeds from actual needs: we compile a list of implementable projects centering on the real pain points of countries along the routes in urban governance, industrial upgrading, talent cultivation, public services and other fields, and drive enterprises to enter the market with integrated solutions rather than mere product displays. This approach ensures competitiveness and sustainable development.
第二,“联合实验室/示范点”机制,把企业带进国际科研—产业闭环。我们推动“科研方法学—产业化平台—场景试点”三位一体:科研端提供指标体系与验证方法,产业端负责产品化和交付,场景端提供持续数据与迭代反馈。通过这样由科研到产品再到场景化市场,形成完整体系,就是帮助企业把证据链跑出来、把方案标准化的过程中,同时实现市场化。
Second, the joint laboratory/demonstration site mechanism, which integrates enterprises into the international scientific research-industry closed loop. We promote the trinity of "scientific research methodology - industrialization platform - scenario-based piloting": the scientific research end provides indicator systems and verification methods, the industrial end is responsible for productization and delivery, and the scenario end offers continuous data and iterative feedback. This complete system, moving from scientific research to products and then to scenario-based markets, helps enterprises generate a solid evidence chain, standardize their solutions, and achieve marketization in the process.
第三,“标准与认证”机制,降低跨境合作的不确定性。在跨国合作中,最昂贵的是信任成本。推动以可对齐的指标体系、评价规则、交付规范来降低协作摩擦。对中小企业而言,一旦拥有标准化的交付口径与第三方可复核的效果证明,就更容易进入国际组织、跨国项目与大企业供应链。
Third, the standardization and certification mechanism, which reduces uncertainties in cross-border cooperation. In transnational cooperation, the cost of trust is the highest. We advance the alignment of indicator systems, evaluation rules and delivery norms to reduce frictions in collaboration. For SMEs, having standardized delivery standards and third-party verifiable effect certificates makes it much easier for them to access international organizations, cross-border projects and the supply chains of large enterprises.
第四,“共同体式的国际协同网络”机制。文明对话不是口号,而是把不同文化背景下的实践经验变成相互可理解、可迁移的知识体系。联盟会通过跨文化专家网络、联合研究、人才交流等,把企业国际化的实践转化为“世界听得懂的表达”,同时也把沿线国家的真实需求转化为“企业做得出来的产品路线”。
Fourth, the community-based international collaborative network mechanism. Dialogue among civilizations is not a slogan, but a process of turning practical experiences from diverse cultural backgrounds into a mutually understandable and transferable knowledge system. Through cross-cultural expert networks, joint research, talent exchanges and other initiatives, the Alliance will translate the internationalization practices of enterprises into expressions that the world can understand, and meanwhile, convert the real demands of countries along the routes into product roadmaps that enterprises can deliver.
最后我想强调:中小企业走出去最需要的不是一张机票,而是一个“可持续的合作结构”——让企业在合作中拿到数据、拿到案例、拿到标准化方法,最终形成自己的国际市场通行证。
Finally, I would like to emphasize that what SMEs need most for going global is not just a plane ticket, but a sustainable cooperation structure—one that enables enterprises to acquire data, build case studies and master standardized methods through cooperation, and ultimately obtain their own passports to the international market.
记 者:您曾经提到“心智素质教育是新质生产力的心智底座”。在民营经济发展中,企业家精神、组织韧性、企业文化建设等软实力同样关键。联盟将如何通过“幸福立刻”等行动,支持民营企业构筑可持续的“心智底座”,从而在科技变革与国际竞争中行稳致远?
Reporter: You once stated that "mental quality education is the mental foundation of new quality productive forces". For the development of the private economy, soft power such as entrepreneurial spirit, organizational resilience, and corporate culture building is equally crucial. Through initiatives such as "Wellbeing in Action", how will the Alliance support private enterprises in building a sustainable "mental foundation" to achieve steady and far-reaching development amid technological transformation and international competition?
崔一婷:我们提出“心智素质教育是新质生产力的心智底座”,核心逻辑是:在技术快速迭代与国际竞争加剧的时代,企业真正的长期优势不只来自算法和资本,也来自人的稳定性、组织的韧性与跨文化协作能力。民营企业要走得远,必须把“软实力”做成可管理、可训练、可评估的系统,而不是停留在口号或培训课上。
Cui Yiting: The core logic behind our proposition that "mental quality education is the mental foundation of new quality productive forces" is this: in an era of rapid technological iteration and intensifying international competition, an enterprise’s genuine long-term advantages stem not only from algorithms and capital, but also from the stability of its people, the resilience of its organization, and its cross-cultural collaboration capabilities. For private enterprises to go far, they must turn such "soft power" into a manageable, trainable and assessable system, rather than letting it remain a mere slogan or a one-off training course.
“幸福立刻”等行动,会从三个层次帮助企业共建“心智底座”:
Initiatives including "Happiness LINE" will help enterprises co-construct the "mental foundation" at three levels:
第一层,把“软实力”变成可度量的管理对象。过去企业文化、组织韧性、企业家精神很重要,但难以量化,就难以成为管理抓手。我们会推动建立一套“心智素质/组织韧性/跨文化适应”的指标框架与评估方式,让企业能够像看财务报表一样看组织状态:压力水平、协作效率、决策质量、稳定性风险、人才适应力等,从“感受管理”进入“数据管理”。
First, transforming "soft power" into measurable management objectives. In the past, corporate culture, organizational resilience and entrepreneurial spirit have always been important, yet their intangibility made them difficult to quantify—and thus, to act as effective management levers. We will advance the development of a set of indicator frameworks and assessment methods for "mental quality, organizational resilience and cross-cultural adaptability", enabling enterprises to view their organizational status just like they read financial statements: tracking stress levels, collaboration efficiency, decision-making quality, stability risks, talent adaptability and more, and moving from "intuition-based management" to "data-driven management".
第二层,形成“评估—训练—复测—改进”的闭环,不做一次性培训。幸福立刻重点在“行动”,而是一套行动系统:先做基线评估,再给到分层训练路径(企业家、管理者、骨干、国际项目人员等不同人群不同方案),再通过复测验证效果,最后把有效做法固化为组织机制与人才体系。企业只有把训练结果与实际经营指标、团队协作指标相连接,软实力才会真正成为生产力。
Second, forming a closed loop of "assessment – training – re-evaluation – improvement", rejecting one-off training programs. The focus of "Wellbeing in Action" is on "action" itself—it is a complete action system: we first conduct a baseline assessment, then provide tiered training pathways (tailored solutions for entrepreneurs, managers, core employees, international project staff and other groups), verify the effectiveness through re-evaluation, and finally institutionalize effective practices into organizational mechanisms and talent systems. Only when enterprises link training outcomes to actual operational indicators and team collaboration metrics can soft power truly be converted into productive forces.
第三层,把“心智底座”纳入企业出海与国际合作的基础设施。“一带一路”合作中最常见的成本不是技术成本,而是跨文化沟通、团队稳定、派驻适应、压力管理等隐性成本。我们将把跨文化适应力训练、国际人才心智素质培养,作为企业参与国际项目的“隐形护城河”:帮助企业降低人员流失、减少协作摩擦、提升项目执行确定性,让企业在国际竞争中更稳、更可持续。
Third, integrating the "mental foundation" into the infrastructure for enterprises’ overseas expansion and international cooperation. In Belt and Road cooperation, the most common costs are not technological costs, but hidden costs such as cross-cultural communication, team stability, expatriate adaptation and stress management. We will position cross-cultural adaptability training and the cultivation of mental quality for international talents as the "invisible moat" for enterprises participating in international projects: helping them reduce talent turnover, minimize collaboration frictions, improve the certainty of project execution, and enable them to develop more steadily and sustainably in international competition.
此外,我们还会特别关注一个现实问题:民营企业常常“能打仗但扛不住”。企业家精神需要长期高压下的自我更新能力,组织韧性需要制度化的支持系统。幸福立刻要做的,是让企业在高速增长、技术变革、国际不确定性中,仍能保持“人不垮、组织不散、文化不裂、协作不断”的底层能力——这就是我说的“心智底座”。
In addition, we will pay special attention to a practical challenge faced by private enterprises: many are "capable of fighting hard battles but unable to withstand prolonged pressure". Entrepreneurial spirit requires the ability of self-renewal under long-term high pressure, and organizational resilience demands an institutionalized support system. What "Wellbeing in Action" aims to achieve is to enable enterprises to maintain the underlying capabilities of "keeping people motivated, organizations intact, culture cohesive and collaboration unbroken" amid rapid growth, technological transformation and international uncertainties—and this is exactly what I refer to as the "mental foundation".

Reporter: As the Founder of the Silk Road Dialogue and the Secretary-General of the ANSO International Alliance of Science and Technology Enterprises, how do these two roles converge into a common mission in your mind?
崔一婷:在我看来,这两个身份是相辅相成的,是同一使命的两个维度。“丝路对话”是灵魂 ——它回答“为什么”的问题。为什么要推动国际合作?因为不同文明之间需要相互理解。为什么要发展科技?因为科技应该造福全人类。
Cui Yiting: In my view, these two roles complement each other and represent two dimensions of the same mission. The Silk Road Dialogue is the soul—it answers the question of why. Why promote international cooperation? Because mutual understanding is needed between different civilizations. Why advance science and technology? Because science and technology should benefit all humanity.
“科技企业联盟”是载体 ——它回答“怎么做”的问题。怎么把对话转化为行动?通过科技成果转化。怎么让合作可持续?通过产业深度融合。
The Alliance of Science and Technology is the carrier—it answers the question of how. How to translate dialogue into action? Through the transformation of scientific and technological achievements. How to make cooperation sustainable? Through the in-depth integration of industries.
如果把两者放在一起看,就会发现一个完整的逻辑链条:
When we look at the two together, a complete logical chain emerges:
对话→理解→信任→合作→成果→幸福

From the Silk Road Dialogue to the Alliance of Science and Technology, from mutual learning among civilizations to the co-construction of wellbeing, my mission has never changed—to bridge divides through connection, create wellbeing through innovation, and build a community with a shared future for mankind through dialogue.

Reporter: Looking ahead, what kind of contributions do you hope to make to advancing Chinese path to modernization and building a community with a shared future for mankind through the deep integration of the Alliance and the Silk Road Dialogue?
崔一婷:我的终极愿景可以用三句话概括:
Cui Yiting: My ultimate vision can be summarized in three core statements:
第一句:让科技回归人文,让创新造福人民
First, Let science and technology return to humanity, and let innovation bring benefits to people.
通过联盟的工作,推动科技与产业深度融合,让更多科技成果转化为人民群众看得见、摸得着、感受得到的幸福生活。这是对习主席“让人民过上幸福生活是头等大事”的最好践行。
Through the Alliance's efforts, we will promote the in-depth integration of science, technology and industry, and translate more scientific and technological achievements into tangible improvements that enhance people's well-being. This is the best way to act on President Xi's commitment that "ensuring people live happy lives is our top priority".
第二句:让对话成为桥梁,让文明相互照亮
Second, Let dialogue serve as a bridge, and let civilizations illuminate each other.
通过丝路对话12年的坚持,以促进不同文明之间的相互理解和相互尊重,在差异中寻找共识,在交流中增进友谊,为构建人类命运共同体共筑坚实的人文基础。
Over the past 12 years, the Silk Road Dialogue has been committed to fostering mutual understanding and respect among diverse civilizations. We seek common ground amid differences and strengthen friendship through exchanges, laying a solid humanistic foundation for building a community with a shared future for mankind.
第三句:让中国智慧福泽世界,让全球经验惠及中国
Third, Let Chinese wisdom benefit the world, and let global experiences enrich China.
通过联盟的国际合作平台,一方面把中国在科技创新、城市治理、幸福建设方面的成功经验推广到“一带一路”共建国家,另一方面也把全球的先进理念和优秀实践引入中国,实现互学互鉴、共同进步。
Through the Alliance's international cooperation platform, we will, on the one hand, share China's successful practices in scientific and technological innovation, urban governance and well-being promotion with Belt and Road partner countries; on the other hand, we will introduce advanced global concepts and outstanding practices to China, enabling mutual learning and common progress.
2026年,我们将以更加务实的态度、更加开放的胸怀、更加创新的举措,推动联盟和丝路对话迈上新台阶,为中国式现代化建设、为“一带一路”高质量发展、为人类命运共同体构建,继续努力,同时呼吁所有的企业家朋友们,同奋进、共幸福!感恩同行!祝大家新春吉祥!万事顺遂!
In 2026, with a more pragmatic attitude, an even more open mind and more innovative measures, we will take the Alliance and the Silk Road Dialogue to new heights.
