为深入贯彻落实习近平总书记致“一带一路”国际科学组织联盟（ANSO）成立大会贺信精神，充分发挥科技创新在高质量共建“一带一路”中的引领作用，2025年6月第二届“一带一路”科技交流大会在成都举行，国务院副总理丁薛祥出席大会并宣布十大重要成果，“一带一路”国际科技企业联盟（简称ANIE）作为成果之一正式启动。

联盟由“一带一路”国际科学组织联盟（ANSO）与丝路对话委员会发起，旨在围绕国际科创推动新兴产业发展，搭建“一带一路”共建国家科技企业交流合作的综合服务平台，推动科技创新与产业发展深度融合，标志着国际科技企业合作进入制度化、场景化、平台化的生态新阶段。

“一带一路”国际科技企业联盟汇聚全球顶尖科技企业、科研院所、机构及合作伙伴，整合全球科技资源、市场通道与政策支持，聚焦智慧城市、数字科技、人工智能、生命健康、资源环境、清洁能源、安全治理等领域，加速科技成果转化，在数字科技高速发展的新时代，共建“一带一路”城市可持续发展的新未来。

“一带一路”国际科技企业联盟以“数智城市·幸福共建”为抓手，以“为相关国家城市、产业提供综合解决方案”为途径，赋能企业、引领产业全球化发展，探索科技驱动人类福祉的新路径，推动“一带一路”高质量发展，为全球科技治理与可持续发展贡献中国智慧和力量。

一、联盟的使命与愿景

联盟以“对话科技创新、推动产业发展、探索合作模式、引领城市更新、提升民生福祉”，促进与“一带一路”共建国家产业的深度合作，推动面向全球可持续发展的科技创新，加速科技成果的产业化应用，利用新一代数字科技和人工智能技术，引领智慧城市科技治理，开启科技文明对话共建幸福的新篇章，服务全球可持续发展。

二、联盟核心价值观及举措

核心价值观：科技赋能，幸福共建。

1.深化国际科技合作与互联互通

联盟以“一带一路”“五通”战略为框架，构建跨国科技协作生态系统，形成“论坛引领—场景载体—项目实践—成果展示—中国方案”的完整实施路径。以“科技文明与共建幸福的对话”论坛为顶层设计和思想策源地，倡导科技回归人文、文明重返温度，将“让人民过上幸福生活”作为科技进步的根本方向，通过“指数-路径-场景”三位一体方法，打造跨学科、跨产业、跨文化的开放式国际协作平台。依托“国际科技产业融合发展中心”这一核心载体，强化“硬联通”，贯通“基础研究—技术攻关—成果转化—科技金融—人才支撑”全链条创新体系，高效对接“一带一路”共建国家的科研资源、产业需求与金融资本，突破地域限制，构建面向全人类的和平、包容、可持续的科技文明共同体。

2.推动科技成果高效转化

联盟加速前沿科技的产业化应用，以“国际科技产业融合发展中心”为依托，通过建立联合实验室、构建“技术研发-中试孵化-规模应用”的全链条转化体系，打通从基础研究、技术攻关到中试孵化、城市场景应用的关键环节，实现从实验室到市场应用的“最后一公里”；依托“数智幸福微博物馆”提供沉浸式消费体验与展销空间，加速实现“从样机到商品、从展品到产品”的价值转化，让科技成果在真实市场中被体验、被验证、被选择；通过综合解决方案、跨境示范项目共建等方式，进行政策引导、市场对接与融资支持，助力科技成果转化为造福人民的产品和服务，增强全球竞争力。

3.提升企业国际竞争力和品牌影响力

深入贯彻习主席“让人民过上幸福生活是头等大事”的重要讲话精神，以“数智未来·幸福共建”为核心理念，构建“政策解读—市场对接—能力建设”三位一体赋能体系。通过建立国别项目库、组织国际考察培训论坛商务活动、开展国际标准认证辅导培训，为企业提供全球前沿生态化资源和国际合作通道；依托“幸福LINE国际会客厅”“数智幸福微博物馆”等实体平台，推动联合实验室建设与本土化生产布局，加速科技成果转化与市场拓展；实施“幸福立刻”系列行动及国际人才心智生产力创新工程（新质生产力联合实验培养），提升企业团队心智素质与国际化运营能力；举办《科创先锋·全球品牌年鉴展播》，系统展示中国科技企业创新成果。通过“硬联通+软联通+心相通”综合解决方案，全面赋能企业技术创新、市场拓展、标准认证、人才培养、文化融合等维度的国际化发展，增强中国科技企业的国际竞争力与品牌影响力。

4.共建幸福，提升中国在联合国的幸福指数排名

实施“数智城市更新试点工程·见幸福”计划，构建“科学家推动成果转化—企业家连接产品与市场—政府提升治理效能—人民获得幸福体验”四位一体生态化幸福共建体系，打造宜居、宜养、宜教的幸福共建样板。通过举办“科技文明与共建幸福的对话”、“丝路国际幸福周”、“科创之星年度盛典”等重大活动，展示科技与文化融合成果，推动国际交流与经验共享；在“一带一路”共建国家重点城市实施示范项目，形成可复制、可推广的治理经验；编制发布《数智城市幸福共建战略咨询报告》，为城市治理者提供科学决策依据。打造一批国际幸福之都，增强人民群众的获得感、幸福感、安全感，助力提升中国在联合国幸福指数排名。

5.引领智慧城市建设更新

以“AI+绿色”为数智城市幸福共建，提供科学决策依据和方案。聚焦人工智能、绿色能源、大数据等技术在城市更新中的模块化落地应用，覆盖智能交通、环境监测、数字医疗等领域，建立示范项目，输出可复制、可持续发展的新模式。发布《数智城市幸福共建战略咨询报告》，树立智慧城市科技治理国际样板，促进民心相通，为全球城市发展提供中国方案，促进社会和谐与人类福祉。

6.服务全球可持续发展目标

引领智慧城市建设与更新，提升“一带一路”国家区域治理能力与生态环境水平。科技赋能·幸福共建，通过科技创新与跨国协作，积极应对全球性挑战，推动联合国2030可持续发展议程在“一带一路”共建国家的实现。

To fully implement the spirit of General Secretary Xi Jinping’s congratulatory letter to the founding conference of the Alliance of National and International Science Organizations for the Belt and Road Regions(ANSO), and give full play to the leading role of scientific and technological innovation in high-quality Belt and Road cooperation, the 2nd Belt and Road Conference on Science and Technology Exchange was held in Chengdu in June 2025. Vice Premier of the State Council Ding Xuexiang attended the conference and announced ten major achievements, among which the Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE for short) was officially launched as one of the key outcomes.

Co-initiated by the Alliance of National and International Science Organizations for the Belt and Road Regions(ANSO) and the Silk Road Dialogue Committee, the Alliance aims to drive the development of emerging industries through international scientific and technological innovation, build a comprehensive service platform for exchanges and cooperation among technology enterprises in Belt and Road partner countries, and promote the deep integration of scientific and technological innovation and industrial development. This marks a new stage of institutionalized, scenario-based and platform-based ecology for international cooperation among technology enterprises.

ANIE brings together top global technology enterprises, research institutes, institutions and partners, integrates global scientific and technological resources, market access and policy support, and focuses on smart cities, digital technology, artificial intelligence, life and health, resources and environment, clean energy, security governance and other fields. It accelerates the transformation of scientific and technological achievements, and jointly builds a new future for sustainable urban development in Belt and Road partner countries in the new era of rapid development of digital technology.

Taking "Digital-Intelligent City·Co-Building Happiness" as the starting point and "providing comprehensive solutions for cities and industries in relevant countries" as the approach, ANIE empowers enterprises, leads the global development of industries, explores new paths for science and technology to drive human well-being, promotes high-quality development of the Belt and Road, and contributes Chinese wisdom and strength to global scientific and technological governance and sustainable development.

Guided by the principles of "dialogue on scientific and technological innovation, promoting industrial development, exploring cooperation models, leading urban renewal, and improving people's livelihood and well-being", the Alliance promotes in-depth industrial cooperation with Belt and Road partner countries, drives scientific and technological innovation for global sustainable development, accelerates the industrial application of scientific and technological achievements, and leverages new-generation digital technology and artificial intelligence to lead smart city scientific and technological governance. It opens a new chapter of dialogue on scientific and technological civilization and joint construction of happiness, serving global sustainable development.

II. Core Values and Initiatives of the Alliance

Relying on the "International Center for Integrated Development of Science, Technology and Industry", it establishes joint laboratories and builds a whole-chain transformation system of "technology R&D–pilot incubation–large-scale application", connecting the key links from basic research and technological breakthroughs to pilot incubation and urban scenario application, and realizing the "last mile" from laboratory to market application. Relying on the "Smart Happiness Micro-Museum", it provides immersive consumption experience and exhibition and sales space, accelerating the value transformation from "prototype to commodity and from exhibit to product", allowing scientific and technological achievements to be experienced, verified and selected in the real market. Through comprehensive solutions and co-construction of cross-border demonstration projects, it provides policy guidance, market docking and financing support, helping scientific and technological achievements transform into products and services that benefit the people and enhance global competitiveness.

3. Enhance Enterprises' International Competitiveness and Brand Influence

In-depth implementation of President Xi Jinping's important speech spirit that "enabling people to live a happy life is the top priority", with "Smart Future · Joint Construction of Happiness" as the core concept, the Alliance builds a trinity empowerment system of "policy interpretation–market docking–capacity building". It implements the "Happiness Now" series of actions and the International Talent Mental Productivity Innovation Project (joint experimental training for new quality productivity), improving the mental quality and international operation capabilities of enterprise teams. It holds the "Pioneers of Sci-Tech Innovation·Global Brand Yearbook Exhibition", systematically showcasing the innovative achievements of Chinese technology enterprises. The Alliance implements the "Smart City Renewal Pilot Project · Witness Happiness" plan, building a four-in-one ecological system for joint happiness construction of "scientists promoting achievement transformation–entrepreneurs connecting products and markets – governments improving governance efficiency –people gaining happy experience", and creating models of happy co-construction that are livable, suitable for elderly care and education. By holding major events such as the "Dialogue on Technological Civilization and Co-Building Happiness", "Silk Road International Happiness Week" and "Sci-Tech Innovation Star Annual Gala", it showcases the achievements of the integration of science, technology and culture, promoting international exchanges and experience sharing. It implements demonstration projects in key cities of Belt and Road partner countries, forming replicable and promotable governance experience. It compiles and releases the "Strategic Consulting Report on Smart City Happiness Co-construction", providing scientific decision-making basis for urban governors. It builds a number of international happy cities, enhancing people's sense of gain, happiness and security, and helping to improve China's UN happiness index ranking.

5. Lead Smart City Construction and Renewal

Taking "AI + Green" as the core of smart city happiness co-construction, it provides scientific decision-making basis and solutions. Focusing on the modular application of technologies such as artificial intelligence, green energy and big data in urban renewal, covering intelligent transportation, environmental monitoring, digital medical care and other fields, it establishes demonstration projects and outputs new replicable and sustainable development models. It releases the "Strategic Consulting Report on Smart City Happiness Co-construction", establishing an international model for smart city scientific and technological governance, promoting people-to-people bonds, providing Chinese solutions for global urban development, and promoting social harmony and human well-being.

6. Serve Global Sustainable Development Goals

The Alliance leads smart city construction and renewal, improving regional governance capacity and ecological environment levels in Belt and Road countries. Empowered by technology and committed to joint happiness construction, it actively addresses global challenges through scientific and technological innovation and cross-border cooperation, promoting the implementation of the UN 2030 Agenda for Sustainable Development in Belt and Road partner countries.
