二、活动背景 (Background)
为促进“一带一路”沿线国家与地区在文化、体育与艺术领域的交流互鉴与务实合作,充分展示各国体育精神与多元文化艺术风采,增进各方青年与团体之间的友谊与理解,特于新加坡举办本次国际文化交流赛事活动,搭建共享、共融、共进的国际交流平台。
To foster meaningful exchange and practical collaboration in culture, sports and the arts among countries and regions along the Belt and Road, and to showcase the spirit of sport and the richness of diverse cultural and artistic traditions, this international cultural exchange championship is held in Singapore. The event serves as a platform for mutual learning, deeper friendship and enhanced understanding among participants from around the world.
三、活动目的 (Objectives)
1. 为世界各地的武术爱好者提供一个展示个人才华和交流学习的平台。
1. To provide Wushu enthusiasts from around the world with a platform to demonstrate their skills and engage in learning exchange.
2. 促进各国家人民之间的文化交流,增进彼此的了解和友谊。

五、活动参与对象 (Eligible Participants)
“一带一路”沿线国家大学及中小学学生,各国家武术协会、武术学校、社会武术培训团体均可参加。(不接受个人报名)
Teams from universities and primary/secondary schools in countries and regions along the Belt and Road, as well as national/regional Wushu federations and associations, Wushu academies and community training groups are welcome to participate. Individual registration will not be accepted.

八、2026年新加坡国际文化节(SICF)颁奖晚宴赠票说明 (Complimentary Gala Dinner Ticket Entitlement)
为鼓励各参赛/参演团队参与 2026年新加坡国际文化节(SICF)颁奖晚宴,组委会将依据团队最终确认报名人数,按以下规则赠送颁奖晚宴门票(以下简称“赠票”):
20人起,赠送 3张 晚宴门票;
20–49人 的团队:在基础赠票上,每增加10人,额外赠送 2张 门票;
50人及以上 的团队:在50人档基础赠票上,每增加10人,额外赠送 3张 门票;
不足10人的增量部分不作累计(以“每10人”为一个计算单位)。
To encourage participation in the 2026 Singapore International Cultural Festival (SICF) Awards Gala Dinner, the Organising Committee will provide complimentary gala dinner tickets based on each group’s final confirmed number of registered participants, in accordance with the following rules:
From 20 participants onwards, the group will receive 3 complimentary gala dinner tickets;
For groups with 20–49 participants: an additional 2 complimentary tickets will be granted for every additional 10 participants;
For groups with 50 participants and above: an additional 3 complimentary tickets will be granted for every additional 10 participants, based on the 50-participant tier;
Any increase of less than 10 participants will not be counted for additional ticket entitlement.

3)单练项目不可跨越年龄组比赛。若所报项目参赛人数少于 5 人,将于同项不同组别合并。
4)集体比赛项目不划分男、女组别;参赛组别按外家拳、外家器械、太极类拳术、太极类器械划分;组别按队伍中最大年龄计算。
5)集体项目最少 6 人参加;每少一人扣 0.5 分。集体项目可混合年龄编排,自备音乐(USB 或手机标准音频接口播放)。
Notes:
1) Age is calculated based on 1 January 2026.
2) Athletes may register for multiple individual events.
3) Individual events are not allowed to cross age categories. If there are fewer than 5 participants in an event, the organiser may merge it with the same event in other age categories.
4) Group events are not separated by gender. Categories: Group Waijia Quanshu, Group Waijia Weapons, Group Taijiquan and Group Taiji Weapons. The age category is determined by the oldest athlete in the team.
5) A minimum of 6 athletes is required for each group event. A deduction of 0.5 point applies for each missing athlete. Music may be used; teams are to provide their own music (USB or mobile phone with a standard audio jack).

十一、赛会规定 (Competition Regulations)
11.1:仲裁委员会、裁判员由大会组委会选派资深国际级及国家级裁判员担任组成。
11.1 The Arbitration Committee and the panel of judges shall comprise experienced IWUF-international and national-level judges appointed by the Organising Committee.
11.2:本届比赛规则和条例将按照国际武术联合会审定的《传统武术竞赛规则与裁判法(试行版)- 2019》执行;所有项目(含自选套路)均不设难度分。
11.2 This competition will be conducted in accordance with the International Wushu Federation (IWUF) “Traditional Wushu Competition Rules and Judging Methods (Trial) – 2019”. Degree of Difficulty (Nandu) will not be assessed for all events, including Optional Routines.
11.3:比赛服装不做统一规定,参赛运动员应穿适合本项运动的武术服装参加。
11.3 There is no uniform requirement for competition attire. Athletes shall wear Wushu attire suitable for their events.
11.4:为方便运动员进出海关,大会提供部分国家规定的刀、枪、剑、棍。参赛者可自愿选择是否携带器械;特殊器械自备,大会不予提供。
10.4 To facilitate customs clearance, the Organising Committee will provide standardised broadswords, spears, swords and staffs where required. Teams may choose to use the standardised equipment or bring their own. Special weapons shall be brought by the teams; the Organising Committee will not provide them.
11.5:报名截止后,所报项目在该年龄组别中少于 5 人参赛时,大会编排记录组将该项目编排至“其他拳术/其他器械”进行比赛。
11.5 After the registration deadline, if there are fewer than 5 participants in an event within an age category, the Organising Committee may reclassify the event under “Other Quanshu / Other Weapons”.
11.6:报名截止后如所报项目参赛人数达到 6 人(含 6 人),大会将单独录取名次。
11.6 After the registration deadline, if there are 6 or more participants in an event, the event will be conducted and placings will be awarded separately.
11.7:集体项目可配乐,音乐自备(建议 MP3 格式);一切牵涉音乐版权问题与赛事实主办方无关,各队自行负责。
11.7 Group events may be accompanied by music. Teams shall provide their own music (MP3 format recommended). Any music copyright matters are the sole responsibility of the teams; the Organising Committee bears no liability.
11.8:套路时间规定:
单练(拳术/器械):2 分钟以内。
太极拳:3–6 分钟(5 分钟裁判鸣哨示意)。
太极器械:2–4 分钟(3 分钟鸣哨示意)。
集体拳术/集体太极拳:3–6 分钟,并上交相关资料(以最后比赛手册通知为准)。
集体器械/集体太极器械:4 分钟以内。
* 单练项目超时每 2 秒扣 0.1 分;太极拳类与集体项目超时每 5 秒扣 0.1 分。
11.8 Routine Time Requirements:
Individual events (Quanshu / Weapons): within 2 minutes.
Taijiquan: 3–6 minutes (judge whistle at 5 minutes).
Taiji Weapons: 2–4 minutes (judge whistle at 3 minutes).
Group Quanshu / Group Taijiquan: 3–6 minutes and submit relevant materials (subject to the final competition manual).
Group Weapons / Group Taiji Weapons: within 4 minutes.
* A deduction of 0.1 point applies for every 2 seconds exceeded in individual events. For Taiji and group events, a deduction of 0.1 point applies for every 5 seconds exceeded.

含两个单项比赛费用及一项集体项目;入住新加坡青少年文化艺术中心学生宿舍三晚;含全程餐食(落地当天不含);并授颁新加坡国际文化节组委会获奖证书。
A2|四星级酒店配套
含两个单项比赛费用及一项集体项目;入住四星级酒店三晚;含全程餐食(落地当天不含);并授颁新加坡国际文化节组委会获奖证书。
B. 定制化深度交流配套
本配套以深度交流与文化体验为核心,可根据队伍实际需求定制为多天行程。配套内容可包括比赛项目、名校参访、本地学生课程营地体验、文化交流活动、颁奖晚宴、证书授予、景点参访、特色美食体验及全程交通接待等。定制配套申请总人数原则上不得少于30人,人数统计包含参赛者及陪同人员。具体行程安排、住宿标准及服务内容以最终确认方案为准。
A1 | Student Hostel Package
Includes fees for two individual events and one group event; three nights’ accommodation at the Singapore Youth Culture & Arts Centre student hostel; meals throughout the programme (excluding meals on the arrival day); and the conferment of an award certificate issued by the Organising Committee of the Singapore International Cultural Festival.
A2 | Four-Star Hotel Package
Includes fees for two individual events and one group event; three nights’ accommodation at a four-star hotel; meals throughout the programme (excluding meals on the arrival day); and the conferment of an award certificate issued by the Organizing Committee of the Singapore International Cultural Festival.
B. Customized In-Depth Exchange Programme
This package is centred on in-depth exchange and cultural immersion, and may be customised into a multi-day programme according to the specific needs of each delegation. Programme components may include competition events, visits to renowned institutions, local student camp and classroom experience, cultural exchange activities, an awards banquet, certificate presentations, sightseeing, local culinary experiences, and full transportation arrangements throughout the programme. For customised packages, the minimum group size shall be no less than 30 persons, including both participants and accompanying persons. The detailed itinerary, accommodation standard, and service scope shall be subject to the final confirmed arrangement.
十四、报名方式 (Registration)
1)报名起止日期:2026年3月1日–2026年6月30日。
2)所有参会人员需下载并填写个人免责书,并提交全部成员资料;须填写真实准确信息并提交大会组委会。
3)参赛相关文件资料、汇款确认收据、报名表核对及更改项目以打印件为准;大会不接受手写报名。
4)填写报名表项目序号、项目名称,需填写清楚,一式两份;大会与参赛队伍各执一份。
5)所有参会人员需提供身份证与护照复印件,以及近期免冠照片两张(3.5cm×4.5cm)。
6)扫描完成表格发送电邮至:info@sycasg.com。
1) Registration period: 1 March 2026 – 30 June 2026.
2) All participants must download and complete the personal disclaimer form and submit full details of all members. Information provided must be true and accurate.
3) All competition-related documents/materials, payment confirmation receipts, registration verification and event change requests must be submitted in printed hard copy. Handwritten registration forms will not be accepted.
4) Please fill in the event code and event name clearly and prepare two copies, to be held by the Organiser and the participating team respectively.
5) All participants are required to provide copies of their identity documents and passports, and two recent passport-sized photos (3.5 cm × 4.5 cm).

十五、比赛更改及弃权 (Changes & Withdrawal)
1)退费规定
报名缴费后,如因特殊原因不能参加者,应提交书面申请。退费将按照距离出团日期的时间节点执行,具体标准如下:
出团前 90天及以上,退还已缴费用的 100%原支付账户;
出团前 60–89天,退还已缴费用的 70%原支付账户;
出团前 30–59天,退还已缴费用的 50%原支付账户;
出团前 15–29天,退还已缴费用的 30%原支付账户;
出团前 14天,已缴费用不予退还。
2)项目变更规定
报名截止后(6月30日),如需申请变更比赛项目,须由领队/教练提交书面申请并签字确认,经组委会批准后办理。每变更一个项目,须缴纳手续费 SGD 100。
3)报到地点:大会各酒店服务台。
4)签证与机票可自行向当地有关部门或旅行社办理。大会将协助国外参赛人员提供办理签证或旅行证件所需的相关资料。(中国普通护照持有人赴新加坡短期停留现行政策以 ICA 最终审核为准。)
5)请各队伍出发前 15 天告知大会准确到达与离境信息,以便安排接送;未提前告知所产生的接送费用由队伍自行承担。
1) Refund Policy
After registration and payment have been completed, any participant who is unable to attend due to special circumstances shall submit a written application. Refunds will be processed according to the time remaining before the departure date, based on the following schedule:
90 days or more before departure: 100% of the fees paid will be refunded to the original payment account;
60–89 days before departure: 70% of the fees paid will be refunded to the original payment account;
30–59 days before departure: 50% of the fees paid will be refunded to the original payment account;
15–29 days before departure: 30% of the fees paid will be refunded to the original payment account;
Within 14 days before departure: no refund will be granted for any fees paid.
2) Event Amendment Policy
After the registration deadline (31 June), any request to amend competition events must be submitted in writing and signed by the team leader or coach. Such amendments shall only be processed upon approval by the Organising Committee. An administrative fee of SGD 100 per event shall be charged for each amendment.
3) Reporting Venue
The official reporting venue shall be the event service counter at each designated hotel.
4) Visa and Air Tickets
Visas and air tickets may be arranged independently through the relevant local authorities or travel agencies. The Organising Committee will assist overseas participants by providing the necessary supporting documents required for visa or travel document applications.
For holders of ordinary Chinese passports travelling to Singapore for short-term stays, the prevailing policy shall be subject to the final assessment and approval of the Immigration & Checkpoints Authority (ICA) of Singapore.
5) Arrival and Departure Information
All teams are required to inform the Organising Committee of their accurate arrival and departure details at least 15 days prior to departure, so that transportation arrangements may be made accordingly. Any transfer costs arising from failure to provide such information in advance shall be borne by the respective team.
备注:各境外参赛队伍应自行核实本国/本地区赴新加坡之最新入境政策及证件要求。现行政策下,中国普通护照持有人赴新加坡短期停留最长30天可免办签证,但最终是否准予入境及获准停留期限,均以新加坡移民与关卡局(ICA)及口岸移民官员审核结果为准。其他国家或地区参赛人员如需办理签证或其他旅行证件,请提前依规办理。凡因签证、证件、入境资格或边境审查等原因导致无法成行或被拒绝入境者,相关责任及费用由参会人员自行承担,大会不承担任何责任。组委会可协助提供办理参赛、签证或入境所需之必要证明文件,但仅对所出具或代提交材料的真实性负责,最终决定权归新加坡有关主管部门所有。
Note: All overseas participating teams are responsible for confirming the latest immigration requirements and entry policies applicable to Singapore for their respective countries or regions. Under the current policy, holders of ordinary passports issued by the People’s Republic of China may enter Singapore visa-free for short-term stays of up to 30 days. However, visa-free entry does not guarantee admission, and the final decision on entry and the permitted period of stay shall remain subject to the assessment of the Immigration & Checkpoints Authority (ICA) officers at the point of entry. Participants holding other travel documents, or those from countries or regions that require visas, must make the necessary visa or travel document arrangements in advance. Singapore customs and immigration authorities reserve the right to determine admission in accordance with the applicable laws and regulations. In the event that any participant is unable to enter Singapore due to passport, visa, entry eligibility, or other immigration clearance issues, all related responsibilities and expenses shall be borne by the participant concerned, and the Organising Committee shall not be held liable. The Organising Committee may, upon request, assist by issuing the necessary supporting documents for participation, visa application, or entry purposes. However, the Organising Committee shall only be responsible for the authenticity of documents issued or submitted on its behalf, while the final approval and clearance authority shall rest solely with the relevant Singapore authorities.
十六、其他事项 (Other Matters)
1)所有团队负责人、教练应参加教练和裁判技术会议;会议地点与时间将于报到时通知。
2)运动员应在比赛开始前 30 分钟登记检录;若 3 次点名缺席,视为弃权并取消比赛资格。
3)未尽事项不在规程之内,大会将进一步通知。
4)本竞赛规程最终解释权归新加坡国际文化节组委会所有。
1) All team leaders and coaches shall attend the technical meetings for coaches and judges. The venue and time will be announced upon reporting.
2) Athletes shall report for check-in 30 minutes before their event. If an athlete is absent after three roll calls, the athlete will be deemed to have withdrawn and will be disqualified.
3) Matters not covered in this document will be announced by the Organising Committee separately.
4) The Organising Committee of the Singapore International Cultural Festival reserves the final right of interpretation of these regulations.
