Exploring New Opportunities for Green Development and Building a New Landscape for Ecological Cooperation

2026年1月29日，第四届“一带一路”经济与环境合作论坛暨“一带一路”绿色品牌出海计划年会在京隆重开幕。本次论坛由中华环保联合会与浙江工业大学联合主办，以“聚势绿色出海·赋能产业共赢”为主题，共吸引来自政府部门、驻华使馆、国际组织、国内外科研机构以及中外企业的500余位代表齐聚一堂，共同探讨绿色产业国际合作的新路径。

On January 29, 2026, the 4th Belt and Road Forum on Economic and Environmental Cooperation and the Annual Conference of the Belt and Road Green Brand Going Global Initiative were grandly opened in Beijing. The forum was jointly organized by the All-China Environment Federation (ACEF) and Zhejiang University of Technology, under the theme “Gathering Momentum for Green Global Expansion · Empowering Win-Win Industrial Development.”More than 500 representatives from government authorities, diplomatic missions in China, international organizations, research institutions, and enterprises from China and abroad gathered to explore new pathways for international cooperation in green industries.

Opening Ceremony



开幕式由中华环保联合会副主席兼秘书长谢玉红主持。中华环保联合会主席、原中央直属机关工委副书记王秀峰，浙江工业大学科学技术研究院院长陶新永代表主办方致辞。

The opening ceremony was chaired by Xie Yuhong, Vice Chairperson and Secretary-General of the All-China Environment Federation. Opening remarks were delivered by Wang Xiufeng, Chairperson of the All-China Environment Federation and former Deputy Secretary of the Working Committee of Central Government Organs, and Tao Xinyong, Dean of the Academy of Science and Technology of Zhejiang University of Technology, on behalf of the organizers.



王秀峰主席在致辞中指出，推动共建“一带一路”绿色发展，是践行全球发展倡议、构建人与自然生命共同体的重要实践，需持续深化政策对话、技术协作与产业对接。“一带一路”绿色品牌出海计划，旨在搭建全链条对接通道。他提出，应以系统协同破解出海难点、以科技创新赋能产业升级、以命运共同体理念深化国际合作，推动中国环保企业从“单点突破”走向“系统协同”出海。

Chairperson Wang Xiufeng emphasized that advancing green development under the Belt and Road Initiative (BRI) is a vital practice of implementing the Global Development Initiative and building a community of life between humanity and nature. He stressed the need to continuously deepen policy dialogue, technological collaboration, and industrial matchmaking. He noted that the Belt and Road Green Brand Going Global Initiative aims to build a full-chain cooperation platform, and called for addressing overseas expansion challenges through systemic coordination, empowering industrial upgrading through technological innovation, and deepening international cooperation guided by the vision of a community with a shared future.
These efforts, he said, would help Chinese environmental enterprises shift from “single-point breakthroughs” to systematic and “coordinated global expansion.”



陶新永院长表示，高校是科技创新的策源地和产业创新的推动者。近年来，浙江工业大学充分发挥学科平台优势，积极投身“一带一路”绿色技术合作与环境治理。目前，学校已与沿线国家联合建立实验室，聚焦生态治理、时空信息等前沿领域，助力技术研发与成果转化。展望未来，学校将进一步深化产学研协同创新，为“一带一路”可持续发展持续注入智力动能与技术支撑。

Dean Tao Xinyong highlighted that universities are key sources of scientific innovation and drivers of industrial advancement. In recent years, Zhejiang University of Technology has actively participated in green technology cooperation and environmental governance under the Belt and Road framework, leveraging its disciplinary strengths. The university has established joint laboratories with Belt and Road partner countries, focusing on frontier fields such as ecological governance and spatiotemporal information, supporting technology R&D and transformation. Looking ahead, the university will further strengthen industry–academia–research collaboration, continuously provide intellectual impetus and technological support for sustainable development under the Belt and Road Initiative.

第十四届全国政协人口资源环境委员会副主任、生态环境部原副部长翟青在领导致辞中强调，要坚持绿色发展理念，把绿色作为共建“一带一路”的鲜明底色。他指出，“一带一路”绿色品牌出海计划为国际合作提供了重要平台，但要从“走出去”向“走进去”深度转变，仍需破解技术对接、资金机制和项目管理等关键挑战。为此他提出四点主张：一是以习近平生态文明思想为根本遵循，将绿色发展贯穿“一带一路”合作各环节；二是构建系统化合作框架，推动标准协同、全周期环境评估和能力建设；三是着力破解绿色技术适配、多元化投融资和可持续运营等现实难题；四是建设开放包容的合作平台，通过联合研究、试点示范等形式凝聚跨国界、跨领域绿色发展合力。

Zhai Qing, Vice Chairperson of the Population, Resources and Environment Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and former Vice Minister of Ecology and Environment, stressed in his keynote address that green development must remain the defining feature of Belt and Road cooperation. He pointed out that while the Green Brand Going Global Initiative provides an important platform for international cooperation, a deeper transition from “going global” to “taking root locally” still requires addressing key challenges in technology alignment, financing mechanisms, and project management. He proposed four key approaches: Taking Xi Jinping Thought on Ecological Civilization as the fundamental guideline and embedding green development throughout all stages of BRI cooperation; Building a systematic cooperation framework to promote standards alignment, full life-cycle environmental assessment, and capacity building; Addressing practical challenges such as green technology adaptation, diversified financing, and sustainable operations; Creating open and inclusive cooperation platforms to foster cross-border and cross-sector synergy for green development through joint research and pilot demonstration projects.

在主题报告环节，国家发展改革委环资司生态文明建设协调处处长崔洪运表示，共建“一带一路”倡议提出以来，发展改革委与共建国家持续深化政策协同，发布一系列绿色发展指导文件，与多国及国际组织签署共建绿色丝绸之路相关协议，构建起多层次国际合作机制。中华环保联合会此次聚焦企业出海实际痛点搭建合作平台，体现了推动绿色“一带一路”建设的担当。各方应以此次论坛为契机，共同厚植共建“一带一路”的绿色底色，为构建人与自然生命共同体贡献力量。

Cui Hongyun, Director of the Ecological Civilization Construction Coordination Division, Department of Resource Conservation and Environmental Protection, National Development and Reform Commission (NDRC), stated in his thematic presentation that since the launch of the Belt and Road Initiative, the NDRC has continuously strengthened policy coordination with partner countries. China has issued a series of guiding documents on green development and signed multiple cooperation agreements on building the Green Silk Road with countries and international organizations, forming a multi-level international cooperation mechanism. He noted that the forum, organized by ACEF with a focus on enterprises’ practical challenges in global expansion, reflects a strong sense of responsibility in advancing the Green Belt and Road. All parties should take this forum as an opportunity to further strengthen the green foundation of the Belt and Road Initiative and contribute to building a community of life between humanity and nature.

Ambassadors from Belt and Road partner countries shared their national green transition strategies and cooperation expectations.



土耳其驻华大使于纳尔介绍了土耳其作为COP31主席国的气候议程，重点分享了其在可再生能源、零废弃倡议等方面的雄心与行动，期待与各方携手应对气候变化。

埃及驻华大使哈立德·纳兹米阐述了埃及在清洁能源、可持续交通等领域的国家战略，强调了气候资金的重要性，并邀请中国企业参与埃及苏伊士运河经济区等地的绿色投资。

印度尼西亚驻华大使周浩黎详细阐述了印尼在可再生能源、电动汽车产业链、循环经济及绿色金融四大关键领域的巨大潜力与合作机遇，呼吁将承诺转化为务实项目。

马来西亚驻华大使诺曼分享了马来西亚在固体废物处理、水务管理及绿色能源方面的国家蓝图与实践案例，展示了中马在垃圾发电、智慧水务等领域的成功合作，期待进一步深化伙伴关系。

马尔代夫驻华大使法泽尔·纳吉布作为小岛屿发展中国家代表，强调了气候行动的紧迫性及对资金、技术的需求，感谢中国一直以来的支持，并呼吁“一带一路”合作伙伴共同推进气候韧性建设与可持续发展。

•H.E. Selçuk Ünal, Ambassador of the Republic of Türkiye to China, introduced Türkiye’s climate agenda as the incoming COP31 Presidency, highlighting ambitions and actions in renewable energy and the Zero Waste Initiative, and expressed willingness to work with all partners to address climate change.

•H.E. Khaled A.F. Nazmy, Ambassador of the Arab Republic of Egypt to China, outlined Egypt’s national strategies in clean energy and sustainable transport, emphasized the importance of climate finance, and invited Chinese enterprises to participate in green investments in areas such as the Suez Canal Economic Zone.

•H.E. Djauhari Oratmangun, Ambassador of the Republic of Indonesia to China, elaborated on Indonesia’s vast potential and cooperation opportunities in four key areas: renewable energy, the electric vehicle industrial chain, the circular economy, and green finance, calling for the transformation of commitments into concrete projects.

•H.E. Dato' Norman Muhamad, Ambassador of Malaysia to China, shared Malaysia’s national blueprints and practical experiences in solid waste management, water services, and green energy. He highlighted successful China–Malaysia cooperation in waste-to-energy and smart water management, and expressed expectations for deeper partnerships.

•H.E. Fazeel Najeeb, Ambassador of the Republic of Maldives to China, speaking on behalf of Small Island Developing States (SIDS), stressed the urgency of climate action and the need for financial and technological support. He expressed gratitude for China’s longstanding assistance and called on Belt and Road partners to jointly advance climate resilience and sustainable development.

Expert Insights from Academia and International Organizations



浙江工业大学地理信息学院学术院长 陈曦

浙江工业大学地理信息学院学术院长陈曦教授在论坛中表示，时空智能技术融合人工智能、遥感与大数据等学科，系统构建了从监测、评估到调控的一体化智慧体系，已在生态环境治理、灾害预警、智慧农业等领域展现出广泛应用潜力。目前，相关技术通过“中国—哈萨克斯坦时空智能与可持续发展联合实验室”等平台，在“一带一路”沿线国家开展示范应用，助力区域绿色发展。

Professor Chen Xi, Academic Dean of the College of Geographic Information Sciences, Zhejiang University of Technology, noted that spatiotemporal intelligence technologies—integrating artificial intelligence, remote sensing, and big data—have formed an integrated smart system covering monitoring, assessment, and regulation. These technologies have shown broad application potential in ecological governance, disaster early warning, and smart agriculture.Through platforms such as the China–Kazakhstan Joint Laboratory on Spatiotemporal Intelligence and Sustainable Development, relevant technologies have been piloted in Belt and Road countries, supporting regional green development.

联合国开发计划署驻华代表处助理代表马超德从全球生态环境挑战切入，阐述了生态产品价值实现的重要意义，并分享了UNDP在海南农业生物多样性保护、山东蒙阴县“两山”转化等领域的成功实践案例，为绿色转型提供了路径参考。

Ma Chaode, Assistant Resident Representative of the United Nations Development Programme (UNDP) China, addressed global ecological challenges and emphasized the importance of realizing the value of ecosystem services. He shared UNDP’s successful practices in areas such as agricultural biodiversity conservation in Hainan and the “Two Mountains” concept value transformation model in Mengyin County, Shandong Province, providing valuable references for green transformation.

随后举行的专题对话环节，由中华环保联合会副主席、联合国环境规划署前驻华代表涂瑞和主持。斯洛伐克共和国驻华大使馆经济参赞杜琪雅，全国政协委员、中国科学院生态环境研究中心水污染控制实验室主任魏源送，中国越南商会中方顾问团秘书长丁韶鹏，爱康企业集团董事长郑立克，越南富城集团中国区总经理宋靖，北京能环科技发展中心主任刘昕等嘉宾，围绕绿色产业出海面临的机遇与挑战、技术标准对接、投融资模式创新、跨国协同治理等议题展开热烈讨论，凝聚了“通过系统性合作破解绿色出海瓶颈”的共识。

The themed dialogue session was moderated by Tu Ruihe, Vice Chairperson of the All-China Environment Federation and former Representative of the United Nations Environment Programme (UNEP) in China.

• Wei Yuansong, Member of the National Committee of the Chinese People's Political Consultative Conference; Director of the Laboratory of Water Pollution Control; Research Center for Eco-Environmental Sciences, Chinese Academy of Sciences;

• Ding Shaopeng, Secretary-General of the Chinese Advisory Group of the China–Vietnam Chamber of Commerce;

• Zheng Like, Chairman of AIKE Enterprise Group Co., Ltd.;

•  Song Jing, General Manager of China Region, Vietnam Phu Thanh Group;

• Liu Xin, Director of Energy & Environmental Development International Consulting Co. Ltd.

The discussion focused on opportunities and challenges in green industry global expansion, alignment of technical standards, innovation in investment and financing models, and cross-border collaborative governance, reaching a consensus that systemic cooperation is essential to overcoming bottlenecks in green global expansion.

丝路生态环境监测与修复分论坛

Silk Road Forum on Ecological Environment Monitoring and Restoration

丝路生态环境监测与修复分论坛以“监测赋能·修复增效 共建丝路生态安全共同体”为主题。论坛汇集了来自中国、乌兹别克斯坦、塔吉克斯坦、哈萨克斯坦等国的科研机构代表。专家学者围绕时空智能监测、干旱区矿山修复、跨流域水生态治理等前沿技术发表演讲。圆桌对话聚焦跨境生态治理协同、技术成果转化、数字化赋能等议题，共同探索丝路干旱半干旱区生态安全的长效机制。

Under the theme “Monitoring-Driven Empowerment and Efficiency-Enhancing Restoration: Building a Silk Road Community for Ecological Security,” this forum brought together representatives from research institutions in China, Uzbekistan, Tajikistan, and Kazakhstan. Experts shared insights on spatiotemporal intelligent monitoring, mine restoration in arid regions, and trans-basin water ecological governance. The roundtable dialogue explored long-term mechanisms for ecological security in arid and semi-arid regions along the Silk Road.

Southeast Asia Green Industry Cooperation Session

东南亚绿色产业合作专场聚焦“精准对接·共护生态”。来自中国、印尼、马来西亚、越南的官员、商会及企业代表，就智慧城市、垃圾资源化、绿色投资、可再生能源等领域的政策与实践进行交流。隆基绿能、盈峰环境、合续科技等企业分享了深耕东南亚市场的案例。专场特设一对一精准对接环节，高效搭建政企对接、企业合作的沟通桥梁，促成多项合作意向初步达成，得到了参与企业的高度认可与一致好评。

Focusing on “Precise Alignment and Joint Ecological Protection,” officials, chambers of commerce, and enterprise representatives from China, Indonesia, Malaysia, and Vietnam exchanged policies and practices in smart cities, waste resource utilization, green investment, and renewable energy. Companies such as LONGi Green Energy, Infore Environment Technology, and Hexu Technology shared case studies of deep engagement in Southeast Asian markets. A dedicated one-on-one matchmaking session efficiently connected governments and enterprises, facilitating multiple preliminary cooperation intentions and receiving strong positive feedback from participating companies.





论坛现场隆重举行战略合作签约仪式，中华环保联合会与四川省电子信息产业技术研究院、越南富城集团与山西恒通集团分别签署合作协议，双方将围绕生态环保技术研发、绿色产业项目落地、中越跨境生态合作等核心领域深化协同，为后续务实合作落地筑牢坚实基础，助力区域绿色产业高质量发展。

A grand strategic cooperation signing ceremony was held at the forum. The All-China Environment Federation signed cooperation agreements with Sichuan Electronic Information Industry Technology Research Institute, and Vietnam Phu Thanh Group signed with Shanxi Hengtong Group. The parties will deepen collaboration in core areas including the research and development of ecological and environmental protection technologies, the implementation of green industry projects, and China-Vietnam cross-border ecological cooperation, laying a solid foundation for the follow-up implementation of practical cooperation and boosting the high-quality development of regional green industries.

中东及阿拉伯国家绿色产业出海论坛

Middle East and Arab States Special Session - China Green Industry Global Expansion Cooperation Forum

中东及阿拉伯国家专场——中国绿色产业出海合作论坛以“技术赋能产业出海·共建绿色合作新格局”为主题，聚焦中东及阿拉伯地区绿色转型背景下的产业协同与务实合作。来自阿拉伯国家联盟驻华大使，科威特、阿尔及利亚、索马里等国家驻华使馆高级代表，以及国际组织与商协会代表围绕清洁能源、环境基础设施、气候投融资等重点领域，系统介绍了政策导向与合作需求。合续科技、中节能环境保护股份有限公司、北京中科清风环保有限公司、远东股份等中国企业通过案例分享，展示了在污水处理、固废治理、新能源及绿色制造领域的技术优势与国际化实践。论坛通过政策对话、需求对接与技术展示的有机结合，推动共识从理念层面向项目层面转化，为构建长期、稳定、可持续的中阿绿色产业合作机制奠定了坚实基础。

The China Green Industry Global Expansion Cooperation Forum for the Middle East and Arab Countries, themed “Technology Empowering Industrial Global Expansion and Building a New Pattern of Green Cooperation,” focused on industrial collaboration amid green transitions in the Middle East and Arab region.  Ambassadors of the League of Arab States to China, senior representatives from the embassies of Kuwait, Algeria, Somalia, and others, along with international organizations and business associations, introduced policy directions and cooperation needs in clean energy, environmental infrastructure, and climate finance. Chinese enterprises including Hexu Technology, China Energy Conservation and Environmental Protection Group Co., Ltd., Beijing Zhongke Qingfeng Environmental Protection Co., Ltd., and Far East Holding Group showcased their technological strengths and international practices in wastewater treatment, solid waste management, new energy, and green manufacturing. The forum promoted the transformation of consensus into concrete projects and laid a solid foundation for long-term, stable, and sustainable China–Arab green industry cooperation.

Partners’ Night: The Power of Role Models, Fueling Global Outreach



当晚，“绿色‘一带一路’合作伙伴之夜” 活动圆满举办。论坛现场对绿色发展领域作出贡献的单位颁发证书，中华环保联合会“一带一路”生态产业合作工作委员会同步为新加入的会员单位、出海成员单位举行授牌仪式，持续扩充绿色发展协作阵营，进一步壮大“一带一路”生态产业合作网络，为区域绿色发展注入更多动能。

In the evening, the “Green Belt and Road Partnership Night” was successfully held. Organizations contributing to green development were recognized with certificates, At the same time, the Belt and Road Eco-industry Cooperation Working Committee of the All-China Environment Federation presented plaques to newly admitted member organizations and overseas expansion members, continuously expanding the collaborative force for green development, further strengthening the Belt and Road ecological industry cooperation network, and injecting more impetus into regional green development.



活动现场正式发布了“2025‘一带一路’绿色供应链案例”与“2025‘一带一路’生态环境治理技术及产品推荐目录”入选名单。这些具有代表性的案例与技术成果，不仅为我国绿色供应链企业拓展国际合作、共建绿色发展命运共同体搭建了关键平台，也为推动全球生态环境治理贡献了中国技术与中国方案。

The forum also officially released the selected lists of the “2025 Belt and Road Green Supply Chain  Cases” and the “2025 Belt and Road Recommended Catalogue of Ecological and Environmental Governance Technologies and Products.” These representative cases and  technologies provide key platforms for Chinese green supply chain enterprises to expand international cooperation and contribute Chinese solutions to global ecological governance.





同时，论坛为青岛颐华环保有限公司，清环拓达(苏州)环境科技有限公司，苏州敬天爱人环境科技有限公司，成都碧水环境治理有限公司，绿色动力环保集团股份有限公司等首批"绿色品牌出海计划观察员单位" 颁发牌匾。该举措标志着"一带一路"绿色出海协同网络得到进一步拓展与夯实。

At the same time, the forum presented plaques to Qingdao Yihua Environmental Protection Co., Ltd., Qinghuan Tuoda (Suzhou) Environmental Technology Co., Ltd., Suzhou Jingtian Airen Environmental Technology Co., Ltd., Chengdu Bishui Environmental Management Co., Ltd., and Green Power Environmental Protection Group Co., Ltd., as the first batch of “Green Brand Going Global Program Observer Units.” This initiative marks a further expansion and consolidation of the “Belt and Road” Green Going Global Collaborative Network.



本次论坛通过高层对话、战略研讨、务实对接与荣誉激励，成功构建了多层次、宽领域的交流合作平台，为推动“一带一路”绿色产业合作走深走实注入了新动力，也为全球可持续发展和生态文明建设凝聚了共识、贡献了智慧。

Conclusion: Through high-level dialogue, strategic discussions, practical matchmaking, and honorary incentives, the forum successfully built a multi-level, wide-ranging cooperation platform. It injected new momentum into advancing in-depth Belt and Road green industry cooperation and contributed consensus and wisdom to global sustainable development and ecological civilization.
