The ANSO Alliance of National and International Innovative  Enterprises for the Belt and Road Regions Strategic Advisory Expert Think Tank Meeting Successfully Held in Beijing

10月30日，ANSO"一带一路"国际科技企业联盟战略咨询专家智库会议，在北京友谊宾馆顺利召开。

On October 30th, the Strategic Advisory Expert Think Tank Meeting of The ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions was successfully held at Beijing Friendship Hotel.



在党的二十大四中全会明确提出“增进人民福祉是头等大事”的背景下，本次会议积极响应“探索未来、共享科学”的时代号召，以“科技向善、以人为本”为原则，聚焦数智技术与城市治理的融合创新，以“科技文明与共建幸福”为价值主张，汇聚各行业专家学者、企业家及产业代表，围绕数智城市建设发展、科技成果转化等核心议题展开深度研讨，从技术落地、政策支持、社会参与等维度提出见解，强调需构建“专家—产业—城市-消费者”四轮驱动的协同机制，推动可复制、可评估的数智城市幸福共建。

Against the backdrop of the 4th Plenary Session of the 20th Central Committee of the Communist Party of China clearly proposing that "enhancing people's well-being is a top priority", this conference actively responds to the call of the times of "Exploring the Future and Sharing Science". Adhering to the principle of "Technology for Good and People-Centered", it focuses on the integrated innovation of digital-intelligent technology and urban governance, and takes "Technological Civilization and Co-Building Happiness" as its value proposition. Gathering experts, scholars, entrepreneurs and industrial representatives from various industries, the conference conducts in-depth discussions around core topics such as the construction and development of digital-intelligent cities and the transformation of scientific and technological achievements. It puts forward insights from dimensions including technology implementation, policy support and social participation, emphasizing the need to build a four-wheel-driven collaborative mechanism of "Experts - Industry - Cities - Consumers" to promote replicable and evaluable co-construction of happy digital-intelligent cities.



本次会议由ANSO"一带一路"国际科技企业联盟副理事长兼秘书长崔一婷女士主持。崔一婷在联盟2026工作规划中围绕“数智城市·幸福治理”，系统阐述“一体两翼三驱动”核心战略模型，为会议研讨搭建总框架。模型以“科技向善，幸福共建”为核心目标，锚定所有行动的终极价值；依托“一带一路”国际科学组织联盟（ANSO）、大湾区科学论坛构成的“思想翼”，及广州南沙全球实践场构成的“实践翼”提供支撑；再以“四轮驱动”（科学家—成果转化、企业家—产品与市场、政府—治理效能、人民—幸福体验）融合生态、“一中心一厅一馆”实体载体、“幸福立刻”系列行动与“丝路国际幸福周”为三大动力引擎，形成系统性规划，为相关实践明确路径，促进新质生产力，与企业家共同努力，为社会主义现代化建设贡献的力量。

This conference was hosted by Ms. Cui Yiting, Vice Chairman and Secretary-General of the ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions.In the Alliance's 2026 work plan, centered on the theme of "Smart Cities · Happy Governance", Ms. Cui Yiting systematically elaborated on the core strategic model of "One Core, Two Wings and Three Drivers", laying out the overall framework for the conference discussions. The model takes "Technology for Good, Joint Construction of Happiness" as its core goal, anchoring the ultimate value of all initiatives. It relies on two supporting "wings":the "Ideological Wing" composed of he ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions and the Greater Bay Area Science Forum, and the "Practical Wing" represented by the Guangzhou Nansha Global Practice Base. Furthermore, it takes three elements as the core driving engines: the "Four-Wheel-Driven" Integrated Ecology of (Scientists–Achievement Transformation, Entrepreneurs– Products and Markets, Government–Governance Efficiency,People– Happiness Experience), the physical carriers of "One Center, One Salon and One Museum", and the series of initiatives including "HAPPINESS LINE" and "Silk Road International Happiness Week". This systematic plan clarifies the path for relevant practices, promotes the development of new-quality productive forces, and aims to work together with entrepreneurs to contribute to the construction of socialist modernization.



国际欧亚科学院院士、国家制造强国战略咨询委委员、中国科技体制改革研究会理事长，科技部原党组成员、秘书长，科技日报社原社长张景安院士在主旨讲话中传达二十届四中全会精神时谈到，全会对科技发展作出系统谋划，将其置于关键战略位置。他强调，科技是全球化的核心动力，更是发展新质生产力的关键支撑，唯有强化自主创新、深化国际合作，方能为高质量发展注入强劲动能。

In his keynote speech, Academician Zhang Jing'an, who holds positions including Member of the International Eurasian Academy of Sciences, Member of the Strategic Advisory Committee for Building a Powerful Manufacturing Country, Chairman of the China Society for Science and Technology System Reform, former Member of the Party Leadership Group and Secretary-General of the Ministry of Science and Technology, and former President of Science and Technology Daily, conveyed the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. He noted that the Plenary Session has made systematic plans for scientific and technological development and placed it in a crucial strategic position. He emphasized that science and technology is the core driving force for globalization and, more importantly, the key support for developing new-quality productive forces. Only by strengthening independent innovation and deepening international cooperation can we inject strong impetus into high-quality development.



联合国国际贸易法委员会立法专家、亚太经济合作组织（APEC）电子商务工商联盟专家委员会主任委员、国家商务部专家咨询委员会委员王健先生围绕“科技文明与共建幸福”，结合“幸福立刻”系列行动与“丝路国际幸福周”展开阐述。他提出以即时性行动为抓手，推动数智技术与幸福治理深度结合，通过逐步实践与推广，助力构建更具普适性的科技赋能幸福建设路径，为全球相关实践提供智库参考。

Mr. Wang Jian, a Legislative Expert of the United Nations Commission on International Trade Law (UNCITRAL), Director of the Expert Committee of the APEC E-Commerce Business Alliance, and Member of the Expert Advisory Committee of the Ministry of Commerce of the People's Republic of China, elaborated on the theme of "Technological Civilization and Co-Building Happiness", combining the "HAPPINESS LINE" series of initiatives and the "Silk Road International Happiness Week". He proposed taking immediate actions as a key driver to promote the in-depth integration of digital-intelligent technology and happiness governance. Through gradual practice and promotion, he aims to help build a more universally applicable path for happiness construction empowered by science and technology, thereby providing think tank references for relevant global practices.



中国经济社会理事会理事兼中国联合国采购促进会名誉会长、世界贸易中心协会理事兼亚太世界贸易商务联盟会长李明星先生围绕“科技文明与共建幸福”，从国际科技产业融合发展中心、幸福TECH会客厅、数智幸福微博物馆三大载体展开阐述。他提出通过优化配套支持、搭建对接平台，吸引企业入驻与科学家合作，推动三者协同发力，为国际科技产业融合与幸福治理建设提供支撑。

Mr. Li Mingxing, Member of the China Economic and Social Council, Honorary President of the China Association for the Promotion of UN Procurement, Member of the World Trade Centers Association, and President of the Asia-Pacific World Trade Business Alliance, elaborated on the theme of "Technological Civilization and Joint Construction of Happiness" from the perspective of three core carriers: the International Center for the Integrated Development of Science, Technology and Industry, the Happiness TECH Salon, and the Digital-Intelligent Happiness Micro-Museum. He proposed that by optimizing supporting services, building connection platforms, attracting enterprises to settle in and promoting cooperation with scientists, the three carriers can be driven to work in synergy, thereby providing support for the integration of international science and technology industries and the development of happiness governance.





此次会议的顺利召开，搭建了“专家—产业—城市”的协同沟通桥梁，为后续长期合作机制建立奠定智库基础。未来，会议成果将通过年度系列项目行动落地与国际传播，助力塑造具有国际示范力的“幸福样板”，持续提升中国人文科技的国际影响力与话语权，推动科技真正成为增进人类幸福、促进文明互鉴与和平发展的关键力量，为全球数智城市建设与幸福治理实践贡献中国智慧。

The smooth convening of this conference has built a collaborative communication bridge among "experts, industries, and cities" and laid a think tank foundation for the establishment of long-term cooperation mechanisms in the future. Going forward, the outcomes of the conference will be implemented through a series of annual projects and promoted internationally, helping to shape an "international model of happiness" with global demonstration effect. This will continuously enhance the international influence and discourse power of China's humanistic science and technology, drive science and technology to truly become a key force in enhancing human happiness, promoting cultural exchanges and mutual learning, and advancing peaceful development, thereby contributing Chinese wisdom to the global practice of digital-intelligent city construction and happiness governance.
