警告!若美不降关税,大众或取消在美建新厂

最近，德国汽车制造商大众汽车集团首席执行官（CEO）奥博穆在接受采访时明确表示，若美国不降低对欧洲汽车关税，大众将考虑搁置在美国建设奥迪工厂的计划。

这一建厂计划最早于2023年敲定，时任美国政府承诺提供政府补贴，为大众的美国投资提供了经济可行性支撑。

可如今情况变了——现任美国政府的关税政策让大众资金压力很大。奥博穆算了一笔账：仅2025年前9个月，关税影响就使集团利润减少约21亿欧元，旗下品牌保时捷2025年在美国销量创下新高，却几乎未实现盈利。他表示，如果美国针对欧洲的关税负担不变，大规模追加投资就不可行。

奥博穆还提到，企业若要持续推进美国市场的扩张布局，除了要在短期内实现成本下降，也离不开长期稳定且可靠的商业环境作为支撑。

然而，当下美国政府频频挥舞“关税大棒”。其对进口钢铝产品、汽车零部件等征收的关税，使其本土车企也遭受不小损失。通用汽车公司预估，公司2025年受关税影响金额达31亿美元。

展望未来，大众计划到2030年在全球投资1600亿欧元。在当下的地缘政治背景下，大众会如何选择？奥博穆表示，大众将优先投资于利润核心区域，欧洲仍是其最强市场。同时大众也已全面重构在华运营战略，首批完全由中国团队开发的产品即将上市。

特斯拉在欧洲销量持续走弱

欧洲汽车制造商协会1月27日公布的统计数据显示，美国电动汽车品牌特斯拉2025年全年在欧洲的新车注册量为238656辆，同比下降26.9%。‌‌

According to the statistics released by the European Automobile Manufacturers' Association (ACEA) on January 27, the total number of new vehicle registrations of the American electric vehicle brand Tesla in Europe for the entire year of 2025 was 238,656, a decrease of 26.9% compared to the previous year.

在欧盟范围内，2025年特斯拉新车注册量同比下降37.9%，市场份额从2024年的2.3%降至1.4%。

Within the EU, Tesla's new car registrations in 2025 decreased by 37.9% year-on-year, with its market share dropping from 2.3% in 2024 to 1.4%.

有报道指出，自2025年以来，跨大西洋关系持续承压，原因包括美国政府寻求得到格陵兰岛并在关税上对欧盟反复加码威胁。特斯拉电动汽车过去一年在欧洲市场受到很多消费者抵制，销量表现持续走弱。

Reports indicate that since 2025, transatlantic relations have been under continuous pressure, due to the U.S. government's pursuit of Greenland and repeated threats to impose tariffs on the EU. 欧委会将WhatsApp列为“超大型在线平台”
Commission designates WhatsApp as Very Large Online Platform

欧盟委员会1月26日发布公报称，已正式将美国元宇宙平台公司旗下通信应用WhatsApp认定为欧盟《数字服务法》框架下的“超大型在线平台”。

On January 26, the European Commission released a statement saying that it has officially recognized the communication application WhatsApp, owned by the US metaverse platform company, as a Very Large Online Platform (VLOP) under the Digital Services Act (DSA).

此举意味着该应用将面临欧盟更严格的合规义务，为欧盟后续加强对其监管提供依据。

This means that the application will be subject to stricter compliance obligations in the EU, providing a basis for the EU to further strengthen its supervision over it.

公报指出，WhatsApp 的私人消息服务允许用户发送文本消息、语音笔记、照片、视频、文档，并能与其他用户进行语音和视频通话。但该服务明确不在《数据安全法》的适用范围内。

The statement indicates that WhatsApp's private messaging service enabling users to send text messages, voice notes, photos, videos, documents, and make voice and video calls to other users remains explicitly excluded from the application of the DSA.

同时，WhatsApp的“频道”功能在欧盟达到了“超大型在线平台”至少4500万用户的认定门槛。

And WhatsApp "Channels" feature reaches the designation threshold of at least 45 million users in the EU as a "large-scale online platform".
